BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE
INTENDED USE:
The 143d Airlift Wing requires a Quad-legged Unmanned Ground Vehicle (QUGV) and associated charging station, referred to as Robotic Dog and Dog House, respectively.
Security Forces (SF) are not properly equipped or resourced to contend with current threats to installations, nor effectively achieve the desired effects of integrated defense (anticipate, deter, detect, assess, warn, defeat, delay, defend and recover). This places people and resources at risk and this is being exploited and demonstrated through multiple installation breaches across the Air Force (AF). Exacerbating this problem is the availability of technology like night and thermal vision, drones, tracking software enabling the establishment of trends, open source media and high definition terrain photography etc. readily available to the public. The current environment places the Defender at a disadvantage.
Current Air National Guard (ANG) Security Forces Squadron (SFS) manning is approximately of required positions. This results in many deviations from required security and degraded human performance due to over tasking. Integrated Defense requires optimal performance and alertness from each Defender. Current manning and atmospherics across the career field are countering the required performance of the Defender. The QUGV will support the effort to evolve integrated defense to a highly effective state through enhanced deter, detect, assess and command and control capability, while increasing installation security without increased manpower.
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE,
WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED:
Ghost Robotics has produced a fully customizable military grade autonomous sensor platform that senses and reacts to the environment while feeding data to a designation location. It also alerts the receiving station when it detects, and therefore cues the individual into where to look and when to look there. Further, the system can instantly transition to manual mode in which an individual can use the platform to respond, assess, control or view the area or event. This is done through virtual reality, greatly enhancing the individual's ability to provide command and control to the event, while reducing risk to the individual. Additionally, due to the autonomous function of the platform, it can augment and essentially replace the Defender as a sensor, freeing up the Defender to build proficiency in critical response and therefore evolve proactive and reactive normal, contingent and emergent event response. All in all, based on the wide array of sensors, cameras, detection equipment on the QUGV and the post manning factor equation that dictates manning for SF, the QUGV produces a manning additive of approximately 5-10 Defenders per QUGV. Let the sensor sense, the alarms alert and Defenders respond. When this occurs, the AF garners a highly effective SF team integrating current technologies to solve problems across the spectrum of SF operations.
This solution provides an increase in readiness through providing time back to the Defender, enabling better and more training. It also provides more lethality due to the increased capability to detect, deter, asses and provide C2. In turn the Defender also become more lethal as the synergistic affect occurring with technology covering down on the human condition limitations, and the human capability adding to the functionality of the QUGV
The alternate solutions are in the form of small unmanned aircraft systems (s-UAS) but have lots of operating constraints like battery life, inability to fly in active airspace, etc.
The QUGV excels where other traditional tracked robots are lagging. The Ghost Robotics QUGVs are architected to allow rapid adaptation to new environments using Ghost Robotics proprietary blind-mode control core that mimics how mammals operate across a range of urban and natural environments. There aren’t any ground platforms that can perform in the manner the QUGV does nor provide the specific detect, deter, assess and C2 capability.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE
TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE
FUTURE ACQUISITIONS ARE REQUIRED:
If a future acquisition is considered, the Government will perform new market research to assess the market for alternative solutions with the same or better capabilities than the Ghost Robotics QUGV.
