About this file

This document is an Addendum to FAR 52.212-1 and 52.212-2, providing instructions and evaluation factors for a federal solicitation for a commercial item acquisition. The solicitation uses a Lowest Price Technically Acceptable (LPTA) method to award a firm-fixed-price contract for Catholic Administrative Pastoral Life Coordinator services. Proposals must be submitted electronically through the PIEE Solicitation module, with separate technical and price proposals in searchable PDF format.

Offerors must have an active SAM registration and complete specific proposal requirements, including a technical approach demonstrating understanding of PWS tasks, a management and quality control plan, identification of key personnel (specifically a Catholic Administrative Pastoral Life Coordinator), and past performance references. The evaluation process will first assess technical acceptability across four non-price factors, with proposals requiring an "Acceptable" rating in each category. The Government will then evaluate prices of technically acceptable proposals, with award going to the lowest-priced offeror. The total contract period includes a 12-month base period and three 12-month option periods, plus a potential six-month extension.

1. Submission of Proposals: Proposals must be submitted via the PIEE Solicitation module.

Instructions for submitting proposals in PIEE can be found in the Solicitation Web-Based Training at https://pieetraining.eb.mil/wbt/xhtml/wbt/sol/index.xhtml. Failure to submit the proposal through the PIEE Solicitation Module will render the proposal non-responsive and ineligible for award.

• NO HAND DELIVERY IS ALLOWED.

2. Questions Regarding the Solicitation: Send all questions to the POC identified below and the email subject must contain the solicitation number. Verbal questions will not be accepted. Responses to questions will be posted via an amendment to the solicitation on https://piee.eb.mil/ for viewing by all potential offerors. Government POC: Tyasia Oaks, Email: tyasia.a.oaks.civ@army.mil and Keosha Moss;

Email: keosha.j.moss.civ@army.mil

3. Proposal Format: The proposal shall be organized into two (2) separate files: a Technical Proposal and a Price Proposal. Each file shall be submitted in a searchable Adobe PDF format. Pages should be 8.5 x 11 inches with at least one-inch margins. The text shall be no smaller than 12-point font.

4. Proposal Content: The proposal must be clear, concise, and address all requirements outlined in this solicitation. It shall not simply rephrase or restate the Government’s requirements but must provide sufficient detail to demonstrate the offeror's capability to perform the work.

5. All vendors must have an active registration in SAM at time of proposal. The offeror shall provide and submit at time of proposal a completed FAR Provision 52.212-3 (Offeror Representations and Certification-Commercial Items). If an Offeror has completed the annual representations and certification electronically via https://www.acquisition.gov/ the offeror shall complete only paragraph (b) of this provision. L.2 Technical Proposal

The technical proposal shall be structured to address the following factors and must provide all information necessary for the Government to evaluate acceptability.

1. Technical Approach:

Provide a detailed narrative demonstrating a thorough understanding of the specific tasks outlined in PWS Part 4.

Describe the methodology for accomplishing each task.

2. Management Approach & Quality Control:

Describe the offeror's management approach to ensure the stability and continuity of services.

2. The price proposal shall include a fully burdened hourly rate for each contract year. The total price must be inclusive of all direct costs, indirect costs, and profit.

3. Submit prices out to a maximum of two decimal points. If prices are submitted with more than two decimal points, the Government will round the number to two decimal points.

Addendum to FAR 52.212-2: Evaluation Factors for Award

M.1 Basis for Award

1. Lowest Price Technically Acceptable (LPTA): The Government intends to award a firm-fixed-price contract to the responsible offeror whose proposal is technically acceptable and provides the lowest evaluated price. This is a commercial item acquisition conducted using simplified procedures authorized by FAR Subpart 13.5.

2. Evaluation Process: The Government will first evaluate technical proposals for acceptability. A proposal must be rated "Acceptable" for every non-price factor to be considered technically acceptable. Proposals rated "Unacceptable" in any non-price factor will be rejected and ineligible for award. The Government will then evaluate the price of all technically acceptable proposals, and the award will be made to the offeror with the lowest evaluated price.

M.2 Evaluation Factors

To be considered technically acceptable and eligible for award, a proposal must meet all the minimum requirements of the solicitation and be rated "Acceptable" for each of the following non-price factors.

Factor Evaluation Criteria for "Acceptable" Rating

Technical Approach The proposal clearly demonstrates a feasible approach to accomplishing all tasks in PWS Part 4.

Management Approach & Quality Control The proposal provides a management plan and a Quality Control Plan (QCP) that meet all minimum requirements.

Key Personnel The proposal identifies all Key Personnel and provides a resume and Letter of Commitment demonstrating the Catholic Administrative Pastoral Life Coordinator meets all minimum qualifications.

Past Performance The offeror has provided relevant past performance references, and the Government's evaluation does not result in a determination of unacceptable performance risk.

A "Neutral" rating will be considered "Acceptable."

Price The prices of all technically acceptable proposals will be evaluated for reasonableness.

An award will be made to the offeror with the lowest evaluated price. The price evaluation will include the following considerations:

Total Evaluated Price: The Government will evaluate proposals for award purposes for the 12-month base period and three 12-month option periods, for a total of 48 months, plus the six-month option to extend services under

FAR Clause 52.217-8. Offerors are not required to enter a separate price for the six-month option period. Single
