About this file
This is a self-scoring matrix template (Attachment 0006) for the Global Protective Services (GPS) solicitation that outlines how offerors must evaluate and score their capabilities across various categories. The matrix has a total of 72,000 possible points with a minimum technical rating threshold of 57,600 points required to be eligible for award.
The scoring criteria heavily emphasize OCONUS armed security experience, requiring offerors to demonstrate capabilities across multiple geographic commands (CENTCOM, AFRICOM, EUCOM, INDOPACOM, SOUTHCOM). Key evaluation factors include number of ANSI PSC.1/ISO 18788 audits, size of security force deployed (with highest points for >400 FTEs), contract values (highest points for >$100M), number of OCONUS locations served, protective security details experience, and management of explosive/drug detection dog teams. Mandatory prerequisites include having passed an ANSI PSC1 or ISO 18788 audit within the past 6 years and possessing Secret/NATO Secret clearance with ability to obtain Top Secret facility clearance. The amendment extends the proposal due date to March 3, 2025 at 2359 CST, with questions due by February 18, 2025.
