About this file

This is a Justification Review Document from the National Guard Bureau dated September 23, 2025, supporting a sole source procurement action for Building 888 Advantor security systems. The contracting activity is 121 MSC with the requiring activity being 121 OPS. The requirement is for the provision and installation of Intrusion Detection Systems (IDS), Access Control Systems (ACS), and Closed-Circuit Television (CCTV) equipment. The contract action is a new, firm fixed price contract funded under O&M, Air. The authority cited for this limited sources procurement is 41 U.S.C. 4106(c) as implemented in FAR 8.405-6(a)(1)(i)(B), based on the determination that only one source is capable of providing the supplies and services required at the necessary quality level.

The justification demonstrates that Advantor is the sole viable vendor because the required cameras and control panels must integrate with and be compatible with the existing Point-to-Point (PTP) Security Alarm System currently deployed across all 121 ARW facilities. Standardization on a single manufacturer enables systematic management, seamless operation, reduced staff requirements, and lower maintenance and training costs throughout the system lifecycle. The proprietary nature of the Advantor system means it will not function with competing hardware or software, and use of non-approved items would void all service agreements and warranties. A previous procurement under contract W50S8P-24-F-A010 was executed on September 17, 2024, using the same sole source authority. The technical representative is assigned to 121 OSS/IN with a certification date of January 22, 2026. The contracting officer, Lt Daniel Nuttall, approved the justification on January 22, 2026, determining the anticipated cost to the government will be fair and reasonable. No posting requirements apply to this procurement.

c. Demonstrate, in Detail, Why This Specific Item or Service, is the Only One That Meets Y otu· Requirements

These cameras and panel must integrate and be compatible with the existing Point-to-Point (PTP) Security Alarm System which is an Advantor system.

An Advantor Secm-ity Alann system is required to be utilized on all 121 AR W facilities in order to comply and integrate with the ctu1·ent system utilized by the Secm-ity Forces Office for the buildings across the base. The use of a single product line/manufacturer enables the systematic management and seamless operation of our secu11ty alarm systems within the facilities belonging to the 121st Secu11ty Forces Squadron (SFS).

Utilizing the common product line for our security ala.nu system within our facilities allow for reduced staff to operate and maintain the system as well as the equipment for which it inte1faces with. This results in reduced maintenance and training costs for the life-cycle of the building. Departing from this standardization would not be sustainable and would be detriniental to the organization. This system is a single source solution for the Sectu-ity Alann network and monitoring system. This system is proprietary and will not function with any other hardware/software; any attempt to use non approved items would result in all service agreements and warranties become null and void.
