About this file
This document is a Justification Review Document for a sole-source procurement by the National Guard Bureau. The requirement is for intrusion detection system (IDS) equipment for the 185th buildings, specifically replacement of broken Advantor system components including BOSCH video cameras, power supplies, wall mounts, keypads, and electric strikes. The total procurement is for a new firm fixed-price contract using O&M Air funds.
The justification explains that the US Air Forces have approved only three IDS annunciator types (Advantor, Vindicator, and Will-Burt), and the 185th ARW currently uses the Advantor system. Advantor parts are proprietary with no authorized distributors, necessitating a sole-source procurement. The contract will be awarded by Capt Allison Harbit, with the technical representative from ESS Security Forces, and is scheduled for completion by August 29, 2025. Previous procurement was under contract W50S72-24-P-A004 on September 30, 2024, and no significant changes have occurred since the last purchase.
