v1.5 JANUARY2020

SOLE SOURCE JUSTIFICATION

Header Test Assembly

DESCRIPTION OF REQUIREMENT:

Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) requires the procurement of twelve (12) Kemlon Header Test Assemblies, in accordance with drawing number ., in order to support upcoming scheduled installations. These header test assemblies are part of a larger system which was purchased and installed under contract number . These header test assemblies are a crucial part of the system and are required in order to test the diploop cables on a boat.

This procurement has an estimated dollar value of per test assembly).

SOLE SOURCE JUSTIFICATION

The header test assemblies required are utilized to test diploops on a boat. A diploop is a cable that connects photonics masts to the hull pens on They are used in systems which are outfitted in other Naval Undersea Warfare commands and installations. These header test assemblies are required for installations. Currently, there are no other qualified test assemblies available by other vendors that would ensure the Kemlon connectors are working properly. Kemlon is the only known source of the Kemlon header test assemblies.

If alternate header test assemblies were to be purchased, it would cost the Government approximately and it would take approximately two (2) to three (3) years to have a form-fit-function product. This timeline would significantly delay the testing requirements of the diploop cables beyond their scheduled installation dates. Any items not made by Kemlon for this assembly would have to be fully vetted to assure they worked with the diploop. These test assemblies connect to a part on the diploop cable that Kemlon currently designs. Essentially, a whole new system would have to be purchased. The contract value of , in which these were purchased under, was approximately .

RESELLERS:

There are no known resellers of Kemlon products.
