5. PUMPING
5.A SCOPE
This item shall consist of the PUMPING of any ponded water that is immediately in front of the inundated mine portals, if necessary. Due to the abandonment of the mine, neither the depth nor volume of water is certain; during infrequent seasons of drought, the water is completely absent. However, great care should be taken to monitor the drawdown of the pool and continual pumping may be necessary during construction of the proposed portal closures and vertical wet seal / ventilation pipe installation. Since the work involves the draining of a flooded mine, the water shall be tested to determine if it needs to be treated before being released into the receiving stream. The mine water shall be tested for pH, iron, and manganese. If the pH is below 6.0, the iron above 6.0 ppm, or the manganese above 4.0 ppm, the water must be treated. The treatment plan shall be a temporary requirement for the volume of water that is impounded in the mine works. When the project work is completed or the mine is drained, the treatment structures shall be removed. The general treatment plan shall contain the adjustment of pH to within the range of 6.0 to 9.0 and a settling basin to collect the precipitant.
5.B PROCEDURE
The portals shall be prepared for closure by cleaning up the site, removing any soil, rock, and clearing debris that may have fallen in front of the portals. Rock falls and debris within the portal shall only be removed to the extent necessary to install pipes and as required to install the closures. Material that is blocking the intentional flow of water from the mine shall be removed. It is envisioned that this will be accomplished by means of a backhoe, or similar equipment, reaching into the opening and pulling out the material. Personnel shall not be allowed under the hanging roof of the mine to perform any work.
The clean-up shall remove material from rib to rib and as far out in front to install the closure and allow drainage from the mine via the proposed wet seals.
Construction of the mine portal closures is to be conducted in a safe manner using proper equipment for the work being performed. Spotters will be used to control work such that all material is prevented from rolling, slipping, or sliding down slope. Also, it is anticipated that there is a maximum of two (2) portals; one portal shall receive a modified wet seal, with a varmint guard, to allow release of hydrostatic pressure, if necessary. See Section 7.B.iii for wet seal information.
The PUMPING shall commence as soon as the Project Inspector grants permission, and the access road has been completed for access to the portals. The Contractor shall work as quickly and safely as possible to minimize the number of total days the portals are rendered open and to minimize availability for access from persons or wildlife.
5.C MEASUREMENT AND PAYMENT:
5.C.i Measurement: The PUMPING shall be on a per job basis for all incidentals and time, labor, and equipment necessary to complete the removal of water from the portal area.
5.C.ii Payment: The payment for PUMPING shall be on a LUMP SUM basis. Payment as specified shall be full compensation for all labor, materials, equipment and incidentals required to complete the work (removal of ponded water at portals). The final lump sum fee of the PUMPING is subject to approval of the Project Inspector / Project Manager and the line item in the bid schedule as it represents the maximum allowable dollar amount published at the time of this contract.
6. AGGREGATE
6.A SCOPE
This item shall consist of the preparation, haulage, and placement of aggregate stone on the site for access as well as for closure of the portals, blending to armor ditches, and road surfacing as needed.
6.B MATERIAL
6.B.i VDOT No. 57 Stone as specified in Section 203 of the VDOT Road and Bridge Specifications shall be used as access road bedding. See SECTION 2 – SITE PREPARATION.
6.B.ii VDOT No. 21B Stone as specified in Section 208 of the VDOT Road and Bridge Specifications shall be used as access road bedding. See SECTION 2 & SECTION 4.
6.B.iii VDOT Gabion Stone as specified in Section 204 of the VDOT Road and Bridge Specifications shall be used as fill material to close the mine portal and blended as necessary in ditches. See SECTION 7 – MINE PORTAL CLOSURES.
6.B.iv VDOT Class 1 Riprap as specified in Section 204 and 414 of the VDOT Road and Bridge Specifications shall be used for the construction of access road and to close the mine portals. See SECTION 7 – MINE PORTAL
CLOSURES.
6.C PROCEDURE
6.C.i Aggregate shall be transported and handled to prevent dirt and debris from entering the stone; and to prevent spalling and breakage of the stone.
6.C.ii Aggregate shall be placed according to Construction Drawings and as directed by the Inspector.
6.D MEASUREMENT AND PAYMENT
6.D.i Measurement: Measurement for AGGREGATE shall be on a per TONS basis for the type and amount of aggregate delivered and installed. Weight tickets shall be submitted as documentation for payment. Tickets shall include the total weight of the truck empty and loaded and the net stone weight, the name of the project, date, and type of stone.
6.D.ii Payment: Payment for the four types of AGGREGATE shall be on a TONS Cost basis for the type and amount of aggregate delivered and accepted by the Agency and the Unit Price listed on the Bid Schedule. Payment shall be full compensation for all labor, equipment, materials and incidentals required to perform the work.
7. MINE PORTAL CLOSURES
7.A SCOPE
This specification covers the construction activities, equipment, and accessories necessary to safely, and properly, close all mine portals within the project area as per the Drawings and Specifications. See the Mine Closures typical details and wet seal information on Drawing Sheet #4. Due to the periodic inundation of the portals, the exact quantity is unknown but based on old works-mapping, 2 (two) portals are suspected to exist.
7.B MATERIALS
7.B.i VDOT Gabion Stone as specified in Section 204 of the VDOT Road and Bridge Specifications.
7.B.ii VDOT Class 1 Riprap as specified in Section 204 and 414 of the VDOT Road and Bridge Specifications.
7.B.iii Wet Seal: to be included in the cost to seal the portals
a) A Wet Seal is proposed in one of the portals AND is subject to be located in the field-determined lowest elevation of the two in the set of coal mine-entries.
b) The wet seal shall utilize at least a 6” SDR11 pipe installed projecting into the portal at the bottom in the lowest of the mine portals within the set / group. Reference the typical wet seal drawing on Sheet 4.
c) For mine drainage, a 6-inch diameter 6” SDR11 pipe with dimensions necessary to extend 1-foot beyond where the stone is pushed inside the mine and extended 1 foot beyond the toe of the stone on the outside of the opening and be approximately 6 inches off the floor of the mine. Typically, the amount of fill material and the angle of the slopes dictates that a minimum of at least a 20’-joint of PVC pipe be used for the wet seal drain. Finally, the pipe must be installed with elbows, angles, extensions to project to the surface drain.
7.C PROCEDURE
7.C.i The Contractor shall plan and conduct the work in and around portals in a safe manner taking PRECAUTIONS to provide for the testing for methane, carbon monoxide (black damp) or oxygen. If a collapsed portal is to be day-lighted, particular attention shall be given to the danger of bad air flowing from the mine. One portal, unless otherwise directed by the Project Inspector, shall be equipped with drain pipes to allow water discharge in the lowest portal.
Because the work potentially involves the draining of a flooded mine, the water shall be tested to determine if it needs to be treated before being released into the receiving stream. The mine water shall be tested for pH, iron and manganese. If the pH is below 6.0, the iron above 6.0 ppm or the manganese above 4.0 ppm, the water must be treated.
The portals shall be prepared for closure by cleaning up the site. Soil, rock, and debris that have fallen in front of the portal shall be removed. Rock falls and debris within the portal shall only be removed to the extent necessary to install pipes and as required to install the closures. Material that is blocking the flow of water from the mine shall be removed.
It is envisioned that this will be accomplished by means of a backhoe reaching into the opening and pulling out the material. Personnel shall not be under the roof of the mine to perform any work. The clean-up shall remove material from rib to rib and as far out in front to install the closure and allow drainage from the mine.
Construction of the mine portal closures is to be conducted in a safe manner using proper equipment for the work being performed. Spotters will be used to control work such that all material is prevented from rolling, slipping, or sliding down slope.
7.C.ii Portal Closure: Gabion Backfill
To minimize wasted stone tumbling into the mine opening Class 1 Riprap will be placed to act as a barricade for the gabion stone backfill. Place riprap stones directly within the mine opening up to the mine roof.
Gabion rock shall be filled against the riprap barricade. Fill material is to be placed to maximum extent possible over the top of the opening with the material adjacent to the portal and sloped toward the mine bench at a stable angle. The fill material shall be placed in 2’ lifts and compacted as possible with the excavator due to limited room.

8. DRAINAGE DITCHES
8.A SCOPE
This item shall consist of all work and materials necessary to create, shape, and completely armor the proposed channels. It involves the excavation and forming of surface material to the required grade for construction of the designed ditches RL1 (rock lined), RL2, and GL1 (grass-lined) as shown on Sheet 3 of the plans. The combination of the three different-sized ditches will form the approximately 290 linear feet of channel in the area formerly ponded along the existing coal-mine portals. It will also include placement, compacting, and final grading of various aggregates and existing materials as described in the plans, and as directed by the Project Inspector, to ensure proper drainage to eliminate the hazardous water body. Preparation and compaction of the foundation is necessary to provide a uniform surface area for final placement of the either rock or vegetative liners as specified. Finally, one ditch shall be formed from the discharge spout of the wet seal to the intersection with GL1. This ditch does not require a minimum design and is only required to provide a non-erodible surface treatment on the slope of the backfill immediately beneath the pipe to the grass-lined ditch.
8.B PROCEDURE
The construction of the channel GL1 will begin at the most upstream point in the project limits to capture flows from existing RL2. The existing drainage structures will only require armoring as shown. The construction of the three designed channels, Ditches RL1 (100 l.f.), RL2 (10 l.f.), and GL1 (180 l.f.), shall replace the function of the reclaimed pond to direct flows to the newly installed HDPE pipes under the adjacent driveway.
RL1 and RL2 are EXISTING ditches which only need cleanout and minor shaping / grading to receive rock to prevent erosion. Ditch GL1, to be installed from the toe of the eastern pond bank, shall consist of a curved triangular ditch formed to capture runoff and the slope of the newly formed portal backfills. The GL1-ditch shall terminate at the sump installed at the inlet of the newly installed 18-inch HDPE road culverts. GL1 shall be a triangular-shaped ditch utilizing northern side slopes, ranging from a minimum of 3:1 to a maximum of 5:1 to blend into the existing ground and southern side slopes of 2:1 to match backfill grade.
8.C MATERIAL
8.C.i Ditch RL1 (rock-lined): VDOT #57 Stone and VDOT Gabion stone shall be used, when necessary, for backfill and armoring of deep gullies as well as the sump proposed for this work.
