About this file

This document is a Bid Schedule for the Hylton Portal Project, a contract opportunity issued by the Commonwealth of Virginia's Department of Energy, Mined Land Repurposing, Abandoned Mine Land Section. The project scope includes the removal of a hazardous water body, permanent closure of multiple inundated mine portals, revegetation of disturbed areas, and modifications to the drainage pattern. The work must be completed within 90 calendar days of the contractor receiving the Notice to Proceed. A mandatory pre-bid conference will be held on April 18, 2024, and sealed bids are due by 2:00 PM EST on April 30, 2024. The contract will be awarded to the lowest responsive and responsible bidder.

The Bid Schedule outlines 16 line items with unit quantities and pricing, including mobilization, site preparation, erosion control, access road, pumping, aggregate, mine portal closure, drainage ditch work, backfill, CMP removal, and revegetation. Payment will be made based on actual units used and verified in the field. The project includes set-asides for DSBSD-certified micro and small businesses, with award priority given to those certified firms provided their bid is deemed fair and reasonable. The project is funded through federal Abandoned Mined Land grant monies and must comply with relevant federal requirements such as the Buy America, Buy American Act.
