About this file
This document is a Sole Source Justification Form for the purchase of Hydstra Time Series software annual support and maintenance for 7 licenses and Hydstra Miscellaneous Programming by the Suwannee County, Florida. The software is used to acquire, store, manage, and analyze all continuous hydrological, water quality, and water use data. The form provides justification for a sole source procurement, noting that the Suwannee River Water Management District has used the Hydstra software since 2001 and that compatibility with existing equipment and support systems would require significant additional effort and expense if another vendor were selected. The term of this agreement is for one year at a not-to-exceed cost of $14,000.00.
The justification also notes that the Hydstra software has performed well since 2001 and that Kisters NA's support has been consistently timely and effective. Furthermore, acquiring this software from another vendor would lead to a lack of consistency in service and considerable additional staff time for data management. The request has been reviewed and approved by the Deputy Executive Director and Executive Director.
