About this file

This document is a Product Description and Specification for a Hydraulic Power Unit (HPU) requested by the 309 Missile Maintenance Group (MMXG) at Hill Air Force Base. The detailed specification requires a new HPU with precise technical requirements, including variable pressure capabilities (0-3200 PSIG), fluid temperature control (130 +/- 5 degrees Fahrenheit), 30-40 gallon reservoir capacity, and compatibility with specific hydraulic fluids. The unit must be compact (4'x4' footprint, under 6 feet tall), movable by forklift, and designed to connect to 3-phase 208v or 120V power sources.

The federal contract opportunity is a 100% Small Business Set-Aside solicitation (NAICS code 336413) under FA822725Q4551, seeking quotes for the HPU by Wednesday, 13 August 2025 at 4:00 P.M. Mountain Standard Time. Vendors must submit quotes to the Contract Specialist and Contract Officer, indicating delivery capabilities within 180 days after receipt of order. Proposal evaluation will comparatively assess price, specification compliance, and performance timeframe. The Department of the Air Force Materiel Command Air Force Sustainment Center is the issuing agency, with payment processed via Wide Area Workflow (WAWF) after inspection and acceptance at Hill Air Force Base.

Product Description and Specification for Hydraulic Power Unit

The 309 Missile Maintenance Group (MMXG) requests Hydraulic Power Unit for Hill Air Force Base 581st

MMXG EN.

1.0. Product: Hydraulic Power Unit (HPU), with specific package options identified below:

2.0. Characteristics

2.1 New

2.2 Quantity 1 (One)

2.3 Item Description: Hydraulic Power Unit

Major Requirements:

• The HPU shall provide variable pressure via manual pressure regulator from 0 to at least 3200

Pounds Per Square Inch (PSIG) and be able to supply at least 10 Gallons Per Minute (GPM) at 3,000 Per Square Inch (psi) across the hydraulic motor inlet/outlet ports. Pressure shall be measured at inlet and outlet ports of the hydraulic motor (as close as reasonably possible) with either a differential pressure gauge or two pressure gauges (calculating the difference between the two). Pressure on these ports shall be displayed digitally, with accuracy level at 0.05% or 2.5psi (whichever is higher resolution). Recommend oversizing HPU at least 10% for losses.

Only one port shall be pressurized at a time, and fluid is returned through the other. This supply pressure to the inlet/outlet ports shall be able to be reversed with a 4-way valve, enabling reverse rotation of the hydraulic motor.

• The hydraulic motor case drain port shall be able to return hydraulic fluid that seeps through motor internals to the HPU fluid reservoir. This case drain fluid return system shall allow a back pressure on motor of 150 psig, 15-50 psig, and a 0 psig back-pressure as selected by the user.

This case drain fluid return system shall have a return flow divert valve to enable manual measure of flow rate from the motor case drain port to the HPU.

• The HPU shall provide a means to supply 147-153 psig hydraulic fluid pressure to the case fill and case drain ports of the hydraulic motor, utilizing a 3-way valve to select which port receives pressure. The purpose of this is for flushing/proofing of these ports.

• The HPU shall automatically control and maintain hydraulic fluid reservoir temperature to 130 +/- 5 degrees Fahrenheit (heated and cooled) when operating with ambient temperatures from 60-80 degrees Fahrenheit. Cooling of hydraulic fluid shall be via air. Heating the fluid reservoir from 70 Degree F shall take less than 30 minutes on initial startup. Temperature shall be displayed on a digital readout, accuracy within 1 degree. Hydraulic fluid reservoir capacity shall be between 30-40 gallons. A sight glass or level indicator shall be implemented to observe fluid level. A manual drain valve shall be installed. The HPU shall utilize a spin-on hydraulic fluid filter (10 Micron or smaller). Hydraulic Fluid compatibility shall include MIL-PRF- 5606 and MIL-

PRF-83282.

• Other components such as pressure gauges, flow rate meters (12.5 +/- 2.5 GPM max target flow), isolation valves, pressure regulators, pressure relief valves, reversing valve, accumulators for absorbing pressure spikes, etc. shall be required, location of such indicated in attached Hydraulic Schematic. Relocation, addition, or removal of any components may be justified and only allowed if given written consent by the engineer (collaboration to improve or simplify design, while still meeting requirements of the system, is highly encouraged)

• Four (4) flexible hoses shall be used to connect to the asset, and hard lines may be used in all other lines. Flexible hoses shall be able to reach a motor between six (6) and eight (8) feet from an edge of the HPU.

• Valves, gauges, or any other physical interface or visual indicator shall be visible, labeled, and accessible for easy replacement or periodic calibration; recommend mounting on sheet metal panel if possible.

• The HPU shall be designed to connect to facility power source via 3-phase 208v, 60A ADR6044 receptacle and/or 120V 20A single phase

• HPU shall be a complete package on a footprint no larger than 4'x4' and movable via forklift or pallet jack. Height shall be less than 6 feet

• Vendor as-built Hydraulic and Electrical schematics shall be provided with delivery of HPU.
