About this file

This is a Statement of Work (SOW) for FY 26 Hydraulic Oil Provisioning services to be performed at Naval Base Point Loma (NBPL) in San Diego, California, supporting Portsmouth Naval Shipyard (PNSY). The contractor shall provide comprehensive offloading, onloading, and top-off services for submarine hydraulic oil systems. The work involves three primary phases: (1) offloading approximately 4,500 gallons of existing 2190-S hydraulic oil and 500 gallons of 2075TH oil from a ship via contractor-provided hoses, with storage and disposal complying with Federal EPA and State of California regulations; (2) providing and delivering 4,000 gallons of new petroleum-based 2190-S oil per MIL-DTL-32353 and 500 gallons of new petroleum-based 2075TH oil per MIL-PRF-17672 E, with specified purity requirements including SAE AS 4059 Rev. F Class 8 and Class 9 particulate contamination limits and maximum 0.03 percent water contamination; and (3) performing final top-off operations after initial system fill and venting. All new oil must be virgin stock, as reprocessed, reclaimed, or recycled oil is prohibited for submarine use.

The contractor is responsible for providing all necessary equipment including portable storage tanks or drums, berms and containment barriers, pumping capability with 3-micron or better filters, and contractor-supplied hoses and accessories for oil transfer. Oil samples must be submitted to the PNSY chemistry laboratory from each container upon arrival and from transfer hose tie-in points before connection to ship systems to verify specification compliance. The contractor must coordinate delivery dates with the Contracting Officer's Representative, ensure contractor personnel participate in pre-shift briefings and safety protocols, and remove all equipment and containers after project completion. The complete period of performance dates are to be confirmed, with the onload phase commencing approximately three months after offload completion. Personnel accessing PNSY must be U.S. citizens with appropriate identification, and vehicular access requires a non-expired REAL ID Driver's License with company vehicle identification prominently displayed.
