About this file

This is an evaluation scorecard for RFR #DFS-Hydrants-2026 issued by the Massachusetts Department of Fire Services for the purchase of hydrants, hydrant parts, and repair services in Stow, Springfield, and Bridgewater. The RFR is open to all public and private entities that submit proposals electronically through the CommBuys System by the prescribed deadline. Eligible respondents must have been in business for at least three years and must submit required documentation including a Bidder's Response Sheet, Business Reference Sheet, PPD Form, Non-Collusion Form, Contractor Authorized Signatory Form, and a Product List/Catalog with pricing.

The evaluation scorecard uses a weighted scoring system across four criteria categories. Qualifications and references are weighted at 3x and scored 0-3 based on positive reference contacts, with years in business scored as follows: three years equals 0 points, 4-6 years equals 1 point, 7-9 years equals 2 points, and over 9 years equals 3 points. Price criteria are weighted at 2x and include discount offerings (no discount = 0 points, under 1% = 1 point, 1-2.9% = 2 points, 3% or more = 3 points) and hourly labor rates ($225.00 or less = 3 points, $225.01-$250.00 = 2 points, $250.01-$275.00 = 1 point, over $275.00 = 0 points). Warranty periods for both repairs and parts are weighted at 1x and scored based on duration (less than 30 days = 0 points through greater than 90 days = 3 points). Massachusetts certified Small Business Purchasing Program vendors receive preference but are not scored. Evaluators must maintain strict impartiality and immediately disclose any conflicts of interest.
