About this file

This is a specification document for the Hydra-Stop Insta-Valve 250, a product specification sheet supporting an Isolation Valve Project rebid by the City of Greenville Public Works Department in Hockley County, Texas. The City solicits bids through Invitation for Bids 2026-IFB-060 to furnish and install fully functional insertion valves on 29 existing pressurized water mains without interrupting water service. The isolation valves must be installed using an approved insertion-valve method, meet AWWA standards, and be rated for a minimum 250 psi working pressure on pipe sizes ranging from 6 to 16 inches in diameter, including cast iron pipe (CIP), ductile iron pipe (DIP), polyvinyl chloride (PVC), and reinforced concrete pipe (RCP). Approved valve manufacturers include the Hydra-Stop Insta-Valve 250 or equal products approved by the City seven days prior to installation. Sealed bids are due by 3:00 p.m. on April 7, 2026, submitted electronically through the eProcurement Portal or by mail. The City Council will consider bid award at a regular scheduled meeting following the bid opening on March 21, 2026. The contract is structured as a requirements contract with a one-year firm pricing period extendable for an additional 12-month period under the same terms and conditions, with delivery required within four hours of order placement.

Required contractor submittals include valve manufacturer data sheets, installation procedures and equipment descriptions, manufacturer installer certifications, and shop drawings showing valve locations and dimensions. The City is responsible for locates, excavation, traffic control, barricades, trench safety, pipe support, valve box installation, backfill, compaction, and street repairs, while the contractor handles site preparation, hot-tap insertion operations, polyethylene encasement of ductile iron components per ASTM D-1248-78, and permanent marking of valve locations. The City has established specific insurance requirements including Workers' Compensation at statutory limits, General Liability coverage of $500,000 bodily injury and $100,000 per person, Auto Public Liability of $250,000 per person and $500,000 per occurrence, and Product Liability of $1,000,000 per occurrence. All deliveries are F.O.B. Destination within Greenville, Texas, with freight costs prepaid unless otherwise specified. Payment terms are Net Thirty (30) days following invoice submission with the purchase order number included and transportation charges listed separately. The procurement documents do not specify a budget range or award value, with pricing submitted on the provided bid form across 24 total units with clearly identified unit costs and totals. The City reserves the right to reject any or all bids, waive technicalities, and rebid if deemed necessary.
