About this file
This document contains bid terms and conditions for a one-year Master Agreement issued by the State of Maine's Division of Purchases to supply hydraulic hose and stems to state agencies, with the Maine Department of Transportation (MDOT) identified as the primary user. The contract covers standard hydraulic hose and stem products listed on an attached spreadsheet, with the contract period beginning upon award and lasting for one year. The state anticipates distributing products to approximately 100 MDOT facilities located throughout Maine, from York to Madawaska, and requires the awarded vendor to maintain a sufficient inventory to meet daily requirements across all state agencies. The contractor must supply approximately 11 catalogs to state agencies and is expected to maintain full-time field service personnel and provide fresh stock with no surplus or obsolete materials.
Pricing must remain firm throughout the contract period and include all transportation charges on an F.O.B. Destination basis to state facilities, with the estimated contract value of $45,000 over the one-year term, though actual purchases may vary based on agency demand. The state currently uses Parker Manufacturing products but will consider alternative manufacturers pending evaluation; if a non-Parker product is awarded, the vendor must replace all crimping machines statewide at no additional cost. Invoices should be submitted electronically in PDF format when possible, and the vendor must accept the State of Maine Procurement Card as payment without surcharge. The vendor must allow credit for any obsolete stock purchased during the contract period and extend the quoted pricing to political subdivisions and school districts in Maine. Orders under $5,000 will be emailed directly to the vendor, while larger orders require Division of Purchases approval and encumbrance. The state reserves the right to cancel the contract with thirty days' written notice or immediately if terms are not met, and may extend the contract period beyond the initial one-year term with contractor consent.
