About this file
This is a Bid Terms and Conditions document issued by the State of Maine, Division of Purchases, for a one-year contract to supply hydraulic hose and stems to state agencies, with the Maine Department of Transportation identified as the primary user. The contract covers day-to-day requirements for all state agencies and includes delivery to approximately 100 DOT facilities located throughout Maine from York to Madawaska. The scope of work specifies that bidders must submit pricing on a detailed spreadsheet for the products listed, with the contract period commencing upon award and extending for one year. Bidders have the option to submit catalogs in electronic format, which is preferred, and must provide approximately 11 catalogs with contractor information for distribution to using agencies.
Pricing must remain firm for the entire contract duration and include all transportation charges on an F.O.B. Destination basis, with the estimated contract value of $50,000 acknowledged as non-binding. The State of Maine currently uses Parker Manufacturing products, though other manufacturers may be considered subject to evaluation; if a non-Parker product is awarded, the vendor must replace all crimping machines statewide at no additional charge. Vendors must accept the State of Maine Procurement Card as payment with no surcharges, maintain full-time field service personnel, supply fresh stock only, and provide credit for obsolete inventory. The contractor must also be willing to extend contract pricing to Maine political subdivisions and school districts. Delivery orders under $5,000 will be emailed directly to vendors, while larger orders will be processed through the Division of Purchases' workflow system. The State reserves the right to cancel the contract with thirty days' written notice or immediately for non-compliance with contract terms.
