About this file

This is a Bid Terms and Conditions document for the State of Maine, Division of Purchases, soliciting bids to supply hydraulic hose and stems to state agencies, with the Maine Department of Transportation (MDOT) identified as the primary user. The contract period is one year from the date of award and is intended to cover the routine hydraulic hose and stem requirements across all state agencies. The state currently uses Parker Manufacturing products, though alternative manufacturers may be considered subject to evaluation and, if awarded, must include replacement of all crimping machines statewide at no additional cost to the state. Bidders must submit current catalogs (approximately 11 copies required, with electronic format preferred) along with a completed spreadsheet indicating net pricing; only submissions received with these documents will be considered. The estimated contract value is $50,000, though actual purchases may be higher or lower depending on agency demand. Delivery is required to approximately 100 MDOT facilities throughout Maine, from York to Madawaska, and the contractor must maintain full-time field service personnel and provide fresh stock only.

Pricing must be firm for the entire contract duration and include all transportation charges on an F.O.B. Destination basis to state agencies. The state requires vendors to accept the Maine Procurement Card as payment with no surcharges, and pricing must be identical regardless of payment method. Orders of $5,000 or less will be emailed directly to the vendor as PDF files by using agencies, while larger orders will be processed through the Division of Purchases' AdvantageME system and require buyer approval. Invoices should be submitted electronically in PDF format when possible. The contractor must extend contract pricing to Maine political subdivisions and school districts upon request. The state reserves the right to cancel the contract with thirty days' written notice or immediately for non-compliance. Questions should be directed to Terry DeMerchant, Procurement Manager, at the Division of Purchases.
