1 Description of Services This Indefinite Delivery Indefinite Quantity (IDIQ) Performance-Based Work Statement (PWS) and subsequent delivery orders (DOs) will supplement Tinker Air Force Base (TAFB) essential engineering capabilities to include, but are not limited to Integrity Program Support (e.g., ASIP, AVIP, MECSIP); Reliability-Centered Maintenance (RCM); Maintenance Steering Group (MSG- 3); Data Mining/Trend Identification; Structural Engineering Support; Mechanical/Electronic Prototype Design Engineering; Mechanical/Electronic/Software Reverse Engineering; Non-destructive Inspection (NDI) Support; Supportability Improvement; Software Development and Cyber Security; Technology Insertion; Development and Sustainment of Aircraft Tools;

Reliability/Maintainability Engineering; Industrial Engineering; Aerospace Engineering;

Electrical Engineering; Human Factors Engineering; Test and Evaluation; Maintenance Engineering Support; Modeling, Simulation, and Optimization; Energy Management; Operational Safety, Suitability, and Effectiveness (OSS&E); Fleet Management; and Specialized Studies. The Contractor shall perform studies, analyses, and engineering and document the results in accordance with individual TOs.

The Contractor shall provide engineering support for the NSNs identified on the contract to resolve shortfalls and deficiencies concerning safety, supportability, reliability, availability, and maintainability. Engineering efforts may include, but are not limited to: identifying and correcting obsolete parts and Diminishing Manufacturing Sources and Material Shortages (DMSMS) Health Analysis Report (DI-MGMT- 81900), performing engineering analysis, mishap/safety investigations, prototyping, assess and resolve materiel deficiencies, reverse engineering, modeling, simulation, and providing engineering data. Requirements will be detailed and cited in mutually agreed upon separately funded task orders accompanied by applicable documents.

1.1 Objective(s)

The objectives of this PWS fully support the fundamental and overarching objective of providing technological, supportable products and services to the warfighter. A continuing, structured, and systematic approach for essential engineering support is critical to the Hill, Robins and Tinker AFB mission and will be affected through this PWS. Additionally, the objective of the Essential Engineering Capability Program (EECP) is to provide mission essential engineering support capabilities for all bases mentioned. TOs shall be used to provide technically competent, rapidly responding engineering support for Air Force weapon systems and platforms.

An additional advantage of this effort is to provide unbiased, independent, rapid, non-product affiliated essential engineering and research services. The Contractor will perform tasks identified to insert new supportable technologies, products, or processes to improve weapon system availability and reduce operating costs.

This PWS describes the basic requirements that shall apply to the individual TOs that are placed under the EECP Program. The applicability of these requirements and any other specific requirements shall be set forth in each individual TO.

(Critical Technical). Other requests for this document shall be referred to AFSC/GUMB, Tinker AFB, OK 73045.

1.2 Benefit to United States Air Force

This acquisition will benefit the USAF by providing specialized engineering and research services required to solve complex technical warfighter problems. These actions enhance organic capabilities with technically competent, rapidly responding resources. This effort will enable mission success by providing supportable technologies, products, or processes to improve weapon system availability and reduce operating costs.

1.3 Background

A strategic reserve of technical expertise and engineering presence is invaluable to the Air Force’s engineering workforce and the programs they support. Without this assistance to accomplish the aforementioned tasks, the war fighter’s mission would be gravely impacted. As an outcome of a Command-level reorganization, the majority of the engineering division positions were eliminated or realigned to specific individual offices within AFLCMC and AFSC. Whereas these services were previously available to all stakeholders, they now reside in specific programs and are not generally accessible to other organizations at Hill, Robins and Tinker. In addition, availability of essential engineering skills is limited due to the lack of specialized skills available. This environment has reinforced the need for a technically competent, rapidly responding supplemental workforce knowledgeable of existing military weapon systems and platforms in close proximity to ALCs. This source must be capable of providing timely, integrated engineering solutions to difficult technical challenges. The operational environment will not accommodate the timeframe necessary for the development of an alternative engineering capability when a problem develops.

It is essential to maintain this engineering capability at the Air Force for continuity, dependability, and follow-on work since a loss of this rapid response capability to respond to warfighter requirements would adversely impact the Air Force mission.

While the EECP IDIQ contract is specifically established within the Air Force Materiel Command (AFMC), this contract vehicle may be used by other Air Force organizations, Services, and Department of Defense (DoD) agencies.

(Critical Technical). Other requests for this document shall be referred to AFSC/GUMB, Tinker AFB, OK 73045.
