1. GENERAL:
STATEMENT OF WORK
Emergency HVAC System FCI Beckley, West Virginia

A.INTRODUCTION
The Federal Bureau of Prisons (FBOP), FCI Beckley, 1600 Industrial Park Road, Beaver, West Virginia, 25813, is soliciting a contractor to make a single award to a responsible entity that will furnish and install a 30 ton condensing unit, new coil, and all new exposed refrigerant piping.
B. SCOPE OF WORK
The contractor shall provide all materials, equipment, and labor necessary for a turn-key 30 ton condensing unit for the Administration building. The new system shall consist of, but not limited to:
• Furnish and install (1) new Carrier 30 ton #38APS03064-16024 condensing unit, or equal BOP approved equipment.
• Demolition of existing DX coil and Furnish and install new DX coil for existing air handler
• Furnish and install all new insulated refrigerant piping for exposed lines to existing air handler. Any required building penetrations will be made by the Beckley Staff; Contractor shall ensure penetrations are water tight.
The contractor shall perform all necessary electrical and environmental control connections for proper operations, following manufacturer guidelines. Contractor shall reuse existing circuits and conduit dedicated for the existing condensing unit in place. Contractor shall provide new disconnect switch, and wiring as required. Contractor shall ensure new system is 100% connected and verified compatible with the mechanical room existing controller and BMS (building management system) in place.
The contractor will perform air balancing and complete operations testing to ensure proper operation and provide written confirmation that the system operates properly, including start-up report and controls functions verification. The contractor shall notify the COR two (2) days prior to any system testing activities and also final inspection so that arrangements can be made to have FCI Beckley staff available to observe testing.
The contractor will provide FCI Beckley with all warranty documentation for the equipment upon completion of the project.
The contractor shall provide a signed post-construction certification upon final testing of equipment tested, system is completely functional, and the overall system was installed in complete accordance with applicable codes and standards, the State of WV Regulations, and the Manufacturer's recommendations.
C. BACKGROUND
Existing Conditions: FCI Beckley currently has one Carrier #38AKS034-061 condensing unit located at the Administration building. FCI Beckley will recover refrigerant from existing unit and remove existing unit for proposed equipment. FCI Beckley will also abandon existing refrigerant piping.
11. CONTRACTOR SECURITY/WORKING REGULATIONS
A.WORKING CONDITIONS
1. Working Hours: The working hours for these services will be regularly scheduled for five (5) days a week, between the days of Monday through Friday, with the exception of Government Holidays. Work hours for this project will be between 7:30 a.m. -3:00 p.m.
The contractor will be required to provide a written request to the Contracting Officer for extension of hours or change in work days. Work hours and work days may be altered only with a (24) hour advance approval of the Facilities Manager and Contracting Officer.
2. Controlled Items/Prohibited Items/Worker Dress - All construction materials/tools shall be controlled and stored in a designated area mutually agreed upon between the Contracting Officer's Representative (COR) and the contractor. The storage area will be a secure lockable gang box or similar, size to be determined by the contractor and the COR. The following items are prohibited to enter federal property belonging to FCI Beckley without prior written approval of the .

When on federal property belonging to FCI Beckley, the following dress is not allowed:

B. Delivery of Materials:
All construction materials/equipment required for work on this project is required to be processed by the Contractor and delivered to contractor's off-site storage. Any construction related deliveries which are delivered to the site can be received by the Contractor between the hours of 7:30 a.m. to 3:00 p.m. Monday through Friday, excluding federal holidays. The contractor is responsible for receiving this material and is reminded that there is sufficient space to store materials on site. At no point will a FBOP staff member receive or sign for a delivery. The contractor is required to notify the COR when product is to be delivered, then be there at the institution to accept and sign for it. Under no circumstances will FCI Beckley, or its staff be responsible for the acceptance of any Contractor or company deliveries.
The contractor shall be responsible for providing their own means of loading and unloading contractor material or equipment. The contractor shall not use the institution entry/driveway for the loading, unloading, or storage of any materials and equipment. The contractor will not impede/block the driveway at any time.
C. Safety and Personal Protective Equipment:
All contractors and employees shall have and wear the required personal protective equipment (PPE) prescribed by industry standards at all times while on the job site. It is the responsibility of the contractor to provide all PPE equipment. If ladders are required, all ladders regardless of the size shall be stored, and secured to a stationary fixture with a chain and lock in a predetermined area, in a way that they cannot be removed. If ladders are required, immediately consult with the COR to ensure the COR can make timely notification to appropriate institution staff. All extension cords regardless of length shall be in good condition with no broken outer insulation and will be secured in a locked construction gang box. Should a system require Lock-out/Tag-out, the system will be required to have both Contractor and FCI Beckley locks on the isolation point to prevent shock. All Lock-out/Tag-out procedures will be in compliance with the institution Lock-out program.
D. TESTING AND ACCEPTANCE
The Contractor shall notify COR two (2) days prior to the final system testing and certification so that arrangements can be made to have BOP required staff available to observe testing. A complete plan detailing test procedures must be submitted to the COR in advance for final check out and testing of the complete system.
E. UTILITIES
The FBOP will provide minimal electricity service (120V), for battery chargers, radios, small hand tools, etc. In addition, the BOP will provide restroom services, and water (non-potable) . The contractor will provide all other supplies and materials needed to complete this project.
