About this file
This is an RFQ How-To Guide published by Huntsville Center's Centralized Furnishings Program to assist vendors in preparing technical response submittals for furniture solicitations.
The guide provides comprehensive instructions for organizing and formatting RFQ responses, with specific requirements for documentation structure and content. Technical responses must be organized and bookmarked by Furniture Item Description (FID) item numbers, formatted as Adobe Acrobat PDF files, and should be as compact as possible while remaining legible. Vendors must submit a cover page identifying the solicitation number, project name, project number, project location, submittal round, and date. For each FID item, vendors must provide an Item Number Product Data Sheet containing the FID section number, item number, item description, manufacturer, product line, model numbers, product description, overall dimensions, product images, and proposed fabrics and finishes with applicable grades. The guide requires Plan Views (top-view drawings) and Electrical/Data Views for items such as panel-supported workstations, desks, and tables, with detailed labeling of components and dimensions. Elevation Views showing segmented panel details and Isometric Views depicting three-dimensional representations are required for applicable items. Vendors must submit FID Line Item Compliance Documentation with annotated manufacturer's product information, Construction and Quality Requirements Documentation with highlighted technical specifications, actual Test Reports demonstrating compliance with applicable standards (including test standard edition dates, procedures, observations, acceptance levels, and results with verifiable signatures), Environmental Documentation with third-party certificates, and Warranty Documentation confirming manufacturer coverage meets FID requirements. The guide emphasizes accuracy, coordination between all submittal documents and pricing information, inclusion of only relevant supporting documentation, and avoiding common mistakes such as submitting unannotated catalogs, non-verifiable documents, or incomplete specifications. Examples and scenario-based checklists are provided throughout the guide for wood casegoods, panel-supported workstations, and ergonomic task seating.

What is a RFQ?
An RFQ is a request for quote by a contracting entity.
Purpose of the RFQ How To Guide:
This guide is offered by the Centralized Furnishings Program to help vendors understand the types of documentation and describe the format in which the documentation should be provided in a RFQ Technical Response Submittal.
Submitting a RFQ Technical Response:
Vendors interested in submitting a RFQ response shall follow all instructions provided within the RFQ contract requirements and Attachment 2, Furniture Item Description (FID), FID Submittal Requirements in Section 1.0. Questions should be directed to the Contracting Specialist POC in order to receive guidance.
Within this guide, examples of various types of supporting documentation are simulated to illustrate the general format technical reviewers expect to be included in a submittal to satisfy FID requirements.
Be organized and consistent. Technical responses shall be organized and bookmarked by FID item numbers. Under each FID item number, bookmark the supporting documentation such as drawings, line item description, construction and quality compliance requirements, testing, environmental, and warranty documentation. Create clear references to a FID item by annotating and/or highlighting the supporting documentation. In the event documentation is applicable to more than one item number, documentation can be located under the first item number where the documentation is required. All item numbers that apply to the documentation shall be clearly indicated on the supporting documentation.
Be searchable and compact. Technical responses shall be formatted using Adobe Acrobat Portable Document File (.PDF). When converting and inserting files to a .pdf, the vendor should verify information has been bookmarked per the order outlined in the FID Submittal Requirements in Section 1.0. One electronic file is preferred but it is understood some vendors may have limits for transmitting file over a certain size. We kindly request the submittal response be compacted to as few files as possible to save the vendor time in formatting and organizing and to save the reviewer time during technical review.
Be accurate and specific. Technical response documents shall be fully coordinated with all required documents in the submittal. Product information in the response should match and support the information entered into the Attachment #1. Provide only supporting documentation that specifically indicates your submittal satisfies the FID requirements. Additional unnecessary information adds time to a vendor’s submittal preparation and to the overall review process.

Drawing(s) –Plan Views
Purpose:
The plan drawing provides a visual “top view” depiction of the required item. Plans are reviewed in comparison to the written FID requirements and contract drawings, as well as other documentation and drawings within the vendor’s submittal to ensure the item is accurately quoted to meet FID requirements.
Every FID Item may not require plan or electrical / data drawings, but vendors may provide them to clarify salient features.
What FID Items Require Plan Views?
Plan Views:
Drawings should be provided for the following FID section items, including but not limited to:
Panel supported work stations Metal laminate desks Freestanding integrated desking Metal furniture, including files, towers, cabinets, and bookcases Wood casegoods Wood conference tables Laminate casegoods Laminate tables, including training tables Work benches
Plan Views - Electrical / Data:
If electrical /data components are specified, a separate drawing from the plan view shall be provided to detail electrical and data for FID Section items, including but not limited to:
Panel supported work stations Integrated desking systems Wood conference tables Laminate tables, including training tables Work benches
What Information Should Be Noted on Drawings?
Checklist - Plan Views:
Item Number Item Description Plan of Overall Cluster Detail Plan of Each Typical Label the required components of each typical, CADD graphic tags may be used to identify required components and dimensions Dimensions overall cluster Dimension overall typical(s) Turn off unnecessary tags to ensure plan is legible Provide electrical / data components on a separate drawing
Checklist - Electrical / Data Plan Views:
Item Number Item Description Detail Electrical / Data Plan of each typical in a cluster Label required components of electrical / data components, CADD graphic tags may be used to identify required components and dimensions Indicate location (baseline / beltline) if possible. This may be shown on elevation as well Dimensions overall cluster Dimension overall typical(s) Turn off unnecessary tags to ensure electrical / data notes and locations are legible Provide cluster/typical components on a separate drawing
Tips to Avoid Common Mistakes:
All tags are left on components and make the drawing cluttered and illegible. Heavy line weights, blurred images, and images that are too small to decipher make plans illegible.
Combination of electrical / data plans with drawings with the above problems make it almost impossible to determine the locations in a work station.
Heavy line weights, manufacturer tags, etc, that overlap the electrical data symbols make it difficult for the technical reviewer to find.
Cluster Drawings and Typical Plan Drawings may be submitted on the same page as long as the graphics and text are legible when enlarged.

FID Line Item Compliance Documentation
Purpose:
Provide published documents that identifies the existence of and confirms required salient features of items in the manufacturer’s quoted price.
What FID Items Require Compliance Documentation?
All line items listed in the FID require manufacturer’s documentation to confirm the components and salient features of the item are provided.
What Information Should Be Included for FID line item Compliance Documentation?
Verifiable documentation should be provided for each item and consists of a manufacturer’s product information as published on the manufacturer’s website and/or in printed media customarily distributed to the A/E design industry.
Product information includes, but is not limited to, product pricing pages, specification guides/sheets, cut sheets, brochures, and provides all information to verify the construction, salient features, dimensions, model numbers, and model options for the item required in FID line item documentation.
Checklist –FID Line Item Compliance Documentation:
Annotated Item Number(s) Manufacturer’s product information as described above with quoted model numbers and features annotated and/or highlighted.
Annotation Notes and/or Highlights shall identify required salient features, specific model numbers, quoted options, dimensions, and any dimensional ranges.
Fabric/Finish Selection Cards, if not provided on Item Number Product Data Sheet.
Bookmark or key annotations / notes specific to an item number, if multiple items are referenced.
Drawings are keyed to parts or components list.
Tips to Avoid Common Mistakes:
To reduce the size of the submittal and streamline documentation, vendors may provide one annotated document that satisfies requirements for multiple FID Section Line Item Numbers. The document shall have notes and/or annotations to distinguish all applicable item numbers.
Non-verifiable documentation cannot be accepted Highlighting helps locate the required information.
Do not provide only a brochure as FID Compliance documentation. Brochures do not typically provide a complete representation of an item.
Documentation is provided but is not annotated or highlighted.
Quoted product information must match information entered in the Attachment 1 Do not copy FID Line item description in lieu of providing documentation.
Never create a document for the quote submittal to be presented as technical specification information. Documentation created for the sole purpose of responding to submittal requirements cannot be verified.
Avoid submitting documents not labeled with the item(s) they support.
Avoid submitting documents that do not visually indicate, with notes or annotations, the specific component, finish, part, etc., priced from among the many choices presented in the pricer, statement of line, or other published documentation.
Avoid stating “See BOM” on Attachment 1 instead of providing model numbers, without including model numbers from the BOM or the entire BOM.
Avoid submitting a BOM for an item but not including spec sheets, drawings, and published documents showing specific items being quoted.
Avoid omitting technical documents showing what individual components, such as risers and the number and height of drawers, will be provided.
Avoid submitting an entire pricing catalog without any annotations, bookmarks or highlights identifying what product is being quoted.
