About this file
This document is a Request for Qualifications (RFQ) No. 260145 issued by the City of Tucson Water Department for a Job Order Contract (JOC) to retain approximately five contractors to provide comprehensive water production well drilling services on an annual, as-needed basis. The scope of work includes drilling, installation, sampling, aquifer testing, maintenance, pump services, video logging, and well abandonment for groundwater extraction wells typically ranging from 500 to 1,200 feet deep. A pre-submittal meeting is scheduled for Tuesday, November 18, 2025, at 1:00 PM via Microsoft Teams, with proposals due on Monday, December 8, 2025, at 2:00 PM local Arizona time. The initial contract term is one year with four additional one-year renewal options. Individual job orders are not to exceed $2,000,000, with an estimated first-year budget of $8,000,000.
Contractors must hold a valid well drilling license from the Arizona Department of Water Resources and possess either an A-4 or A-16 contractor's license. The procurement is funded through the Water Infrastructure Finance Authority (WIFA) and includes mandatory compliance with Small Business Enterprise (SBE) provisions requiring detailed subcontractor lists and SBE participation plans. Federal requirements include HUD Section 3 compliance mandating that 25 percent of labor hours be performed by Section 3 workers and 5 percent by Targeted Section 3 workers, along with adherence to Davis-Bacon wage standards, American Iron and Steel provisions, and Equal Employment Opportunity guidelines. Construction materials will include stainless steel, low carbon steel, and schedule 80 PVC. Evaluation criteria focus on team and firm qualifications and experience, method of approach, available resources, and subcontractor selection plans. Non-compliance with SBE and federal guidelines can result in payment withholding, contract termination, and disqualification from future bidding.
