IDIQ SUBSCRIPTION

AMENDMENT #2

This Amendment #2 is provided to answer questions received from interested vendors. Please acknowledge this Amendment #2 in your response.

All other terms and conditions remain the same.

Updated attachment 1: There have been updates to attachment 1

· An additional tab has been created to include titles for DTRA

· The number of users for Dewitt has changed from 200 users to 60 users

New instructions regarding attachment 2: Please disregard attachment 2, it has been removed from the solicitation.

If you are a direct publisher and your title is not included in 17QE002 Delivery Order 0001 but would like to be included in this IDIQ, please submit your past performance and corporate experience as detailed in the RFQ (see below). Additionally, please include a list of titles that you represent. Note that even if your title is not included in D0001, you still need to respond to this RFQ to be included in the IDIQ.

· CORPORATE EXPERIENCE: Offerors are required to provide a narrative of their corporate experience in providing online/print access to subscriptions. Experience with military and/or medical customers may be considered more desirable by the Government.

· PAST PERFORMANCE: The Government shall evaluate the offeror’s present and past performance on similar tasks completed within the past three years. Offerors must provide a minimum of two (2) customer references or CPARS reports for similar work performed. The Government reserves the right to select which reference(s) to contact. The following must be provided for each listed reference:

a. Name of client and address

b. Name of current point of contact including telephone number , e-mail address and title

c. Contract number

d. Contract value

e. Contract period of performance

f. A clear description of the supplies/services provided

USU may request additional information at any time.

Offerors will have an opportunity to address any adverse past performance history. Offerors who do not have any past performance history will not be rated favorably or unfavorably, but will instead receive a Neutral/Unknown rating for past performance. Offerors must clearly state in their quote if they do not have at least two (2) past performance references. Failure to provide this information may render an offeror’s quote non-responsive and may not be considered for award.

A strong history of relevant past performance may be more advantageous to the Government than a less relevant record of favorable performance. Offerors may provide past performance information for subcontractors and must provide the same level of detail as outlined above; however past performance information for the prime will be considered more important to the Government. The Government reserves the right to use data provided by the offeror and data provided by alternative sources in conducting its assessment of past performance history.

Question #1: Subscription agents do not price nor offer discounts or fees on a per publisher basis. We look at the list as a whole -- a mixture of all of the titles/publishers and the discounts the publishers may offer or lack of publisher discount. We apply all of the publisher discounts to our cost of handling the account, then assess a service fee for the additional amount needed to cover our cost to handle the account. If publisher discounts are sufficient enough to cover our costs of handling the account, we assess a discount to the client.

Question #4: Are the publishers in Attachment 2 for material in addition to the titles in Attachment 1 or are they covering the same titles?

Question #5: I have not encountered this type of process before, so I wanted to confirm whether we are required to submit a quote for five years.

Question #6: For the USU the title, Military Medicine, per the publisher you are getting 2 comp subscriptions to this title. One subscription will not stay a comp subscription for 2017. Can you please confirm which subscription you need quoted? The comp or the paid renewal?

Answer #6: Please quote pricing for all journal titles as listed. If a title can be provided at no charge, please put zero ($0).

Question #7: For the Post Graduate school you have that there are 18 sites. The list attached shows just 7 locations (shown below). We’ll need all 18 locations in order to get a price from the publisher for a site license.

Answer #7: Subscriptions are accessed using a proxy server. Please provide a quote using the three IP addresses as included in the RFQ.
