IDIQ SUBSCRIPTION

AMENDMENT #1

This Amendment #1 is provided to answer questions received from interested vendors. Please acknowledge this amendment #1 in your response.

All other terms and conditions remain the same.

Question #1: Please clarify the information requested in Attachment 2.

Answer #1: Attachment 2 has been modified for clarification and attached. The publisher column has been deleted and the Title column has been renamed to Publisher. Organizations that are able to provide direct pricing should put their price in the List Price column and should put N/A if they don’t provide any discounts or have no service fees. Agents should put N/A in the list price column.

Question #2: Can you please confirm that Attachment 2 is only for the USU site and not the other two sites?

Answer #2: For attachment 2, please use the following USUHS information as far as pricing:

Uniformed Services University - 2,000 users

· 54.210.093.101

Question #3: For attachment 2, these are all scholarly titles and the publisher sets the pricing. Agents cannot discount the list price that the publisher sets.

Answer #3: If you don’t provide a discount, we ask that you put N/A in that column.

Question #4: For attachment 2, we would need a full list of titles you are seeking from each publisher, formats, IP ranges if electronic to be able to give you accurate pricing and service charges.

Answer #4: We felt that requiring that type of information in such a short amount of time would not allow vendors to provide a quote, which is why we are requesting that vendors provide their discount percentage and service fee for publishers instead. This information is what will be used to determine which vendors will be included in the IDIQ contract vehicle.

Question #5: For attachment 2, agents would be unable to provide accurate pricing if only a list of publishers are provided. Especially when some are databases as opposed to journal titles.

Answer #5: For attachment 2, we are not expecting individual journal pricing. We are requesting that vendors provide their service fee percentage for each publisher and any discounts they are able to provide off of the list price. If you have an alternate model for pricing your subscriptions, please send an email to the contract specialist: Samantha Dublin samantha.dublin@usuhs.edu.

Question #6: Some publishers will not sell to agents.

Answer #6: We understand that some publishers will not sell to agents. As instructed in the RFQ, you can put “Not provided” for those publishers.

Question #7: Can the RFQ deadline be extended?

Answer #7: Unfortunately, because of internal timelines, we are unable to extend the deadline. For those publishers in which a quote cannot be obtained, please put “Not provided.”

Additionally, the deadline for submitting questions has been extended to Thursday, 17 November 2016. Responses will be posted on or around Friday, 18 November 2016.
