About this file

This document is a Questions and Answers log for Solicitation HTC711-24-R-R008 for Bremerhaven, Germany Tally and Checking services. The solicitation is issued by the United States Transportation Command (USTRANSCOM) and requires the contractor to provide stevedoring, dock/pier and vessel services for the import and export of U.S. Government cargo.

The Questions and Answers address two issues: 1) Attachment 2 - Schedule of Rates, where the "schedule" column for line items 51-56 is confirmed to be a typo and should read "Disposition" instead of "Reception"; and 2) Attachment 5 - Technical Worksheet, where the government requires the contractor to employ a publicly appointed surveyor, which is an industry standard but not explicitly stated in the Performance Work Statement. The government clarifies that this surveyor requirement is not a new PWS requirement.

127-Sep-24Attachment 2 – Schedule of Rates line items 51 to 56. We believe the “schedule” column is a typo and it should read DISPOSITION rather than RECEPTION. Please confirm and adjust the SOR as necessaryChanged to read "Disposition"
227-SepAttachment 5 – Technical Worksheet, 5a The Government requires that the Contractor employs a sworn Tally in his company. Please confirm that this person works for your company and name them, to include certification.
There are no PWS reference to this requirement. Please advise why this is required in the Technical Worksheet?publicly appointed surveyors in Germany which represents its members' consolidated interests effectively. Publicly appointed surveyors are highly qualified surveying experts. this has beed a industry standard in the talling and checking and therefore the was not referanced as a requirement in the PWS.
