OIC 2024 SOLICITATION HTC71124RCC02 AMENDMENT 0001
Questions and Answers 5 February 2024
1. Question: Term of contract. FAR Clause 52.217-9 suggests the overall term is 5 years + 6 months and there is language throughout the document related to option years. The pricing Sheet and PWS reference only the 2024 season.
Answer: This effort is only for the February and March 2024. Option provision 52.217-5, and Option clauses 52.217-8, and 52.217-9 have been removed from this solicitation as they are not applicable.
2. Question: Reference PWS Section 7.4.1. Please confirm whether fuel is reimbursable on this contract, or whether offerors should include the cost of fuel in their price.
Answer: Offerors shall include the fuel cost in the per hour price offered.
3. Question: Reference PWS Section 7.4.1. Will all aircraft be permitted to refuel at the ice camp, if needed?
Answer: Aircraft should carry enough fuel for the roundtrip flight between Prudhoe Bay and the Ice Camp. The Ice Camp will have Jet A fuel and if in extremis, the aircraft can utilize this fuel.
4. Question: Reference PWS Section 4.1. It is understood that the government is providing lodging and sustenance for helicopter personnel while at the ice camp. Is lodging and sustenance provided by the Government for other personnel at Deadhorse, AK, or should offerors include the cost of this in their price? Does the Government have a requirement for where the crew should stay while in Deadhorse, AK?
Answer: Government does not provide lodging or sustenance for personnel while at Deadhorse, AK. Government does not have a requirement for crew accommodations in Deadhorse, AK.
5. Question: Reference PWS Section 4.1. Will the Ski-Wheel or Rear Loading Aircraft crew ever be required to stay overnight at the ice camp?
Answer: Ski-Wheel and Rear Loading Fixed Wing aircraft are not required to overnight at the ice camp and are not expected to overnight unless in extremis.
6. Question: Reference Atch 2 Pricing Table – Should offerors include the cost of mobilization and demobilization of the aircraft in their hourly rate, or will a separate CLIN be provided?
Answer: Offerors shall include the cost of mobilization and demobilization of the aircraft in their hourly rate(s).
7. Question: Reference PWS Section 4.1.e. PWS Section 4.1.e states that “the government will rent a hangar facility in Deadhorse, Alaska”, and that “all aircraft supporting the ice camp will be able to utilize the hangar apron, and supplied electrical power, for the aircraft”. Does this mean that the aircraft will be required to be parked on the ramp in Deadhorse when the crew is not performing maintenance on the aircraft? If that is the case, offerors will likely have to price in the cost to hangar the aircraft during the day elsewhere, in order to avoid issues caused by the extreme cold weather.
Answer: Hangar availability is extremely low, and aircraft typically utilize the apron. If maintenance or repairs are required, the aircraft may be able to utilize the hangar. In cases of extreme cold temperatures, aircraft operations may be affected. Air Operators should provide the temperature at which flight operations may be affected.
8. Question: Reference PWS Section 3.1. “Two pilots are required for all fights, even with single engine aircraft if that aircraft supports a second pilot”. Could you please clarify if this is just for CLIN 0001 or for all CLINs?
Answer: The requirement for two pilots applies to all four CLINs (0001 through 0004)—Fixed and Rotary Wing. The CARB requires two pilots for any aircraft, rotary or fixed wing, if it has the capability to support a second pilot.
