MEMORANDUM FOR: The General Services Administration (GSA) Multiple Award Schedule (MAS), Category – Information Technology, Women-Owned Small Business (WOSB) Schedule Contractors

FROM: United States Transportation Command (USTRANSCOM), Directorate of Acquisition, IT Programs and Support Services Division (TCAQ-D)

SUBJECT: Request for Quotation (RFQ) HTC71124QD003 – Amend 3, Integrated Data Environment & Global Transportation Network Convergence (IGC)

I. SUMMARY OF THE REQUIREMENT

USTRANSCOM intends to award a task order with Firm Fixed Price (FFP), Labor Hour (LH), and Time-and-Materials (T&M) line items in support of the IGC requirement.

Services and support anticipated under this task order include Contract and Task Order Management, Software Development Support, Monitoring and Production Application Support, Combatant Command (CCMD) Exercise Support, Joint Training Exercise Evaluation Program (JTEEP), Risk Management Framework (RMF) Support, Cloud Migration Support, and Global Operations Center and Training Support. The following provides specific information pertaining to the resultant task order:

A. The North American Industry Classification System (NAICS) for the subject requirement is 541511, Custom Computer Programming Services, with a size standard of $34M. This requirement is a total small business set-aside open to WOSB Schedule Contractors who possess a valid GSA MAS for Category – Information Technology, that is in effect at the time of quotation submission.

B. Place of Performance: In accordance with Performance Work Statement (PWS) 4.1, services and support provided under this effort will be performed at the Contractor’s facility, Government-site on Scott Air Force Base, Illinois, and Alternate Operating Facility in Continuity of Operations (COOP) scenario. Government will provide up to eight workspaces for Contractor personnel at the Government site. In addition, the Government will provide controlled working space, phone, computer, fax, and connections to the Non-Secure Internet Protocol Router Network (NIPRNET) and Secret Internet Protocol Router Network (SIPRNET), as required, at no cost to the contractor.

On occasion, contractors who normally work at contractor facilities will be required to attend meetings at USTRANSCOM, Scott AFB, IL. Access to USTRANSCOM Government facilities requires personnel to hold a valid SECRET or Interim SECRET clearance prior to entry.

C. Period of Performance: The period of performance is a one-year base period and 4 one-year option periods.

Transition Phase-In Period: 01 September 2024 through 30 September 2024 Base Period: 01 October 2024 through 30 September 2025 Option Period One: 01 October 2025 through 30 September 2026 Option Period Two: 01 October 2026 through 30 September 2027 Option Period Three: 01 October 2027 through 30 September 2028 Option Period Four: 01 October 2028 through 30 September 2029

D. PWS (Attachment 1) details the efforts to be accomplished in the resultant task order.

Quotations shall be prepared in accordance with the Contractor’s Schedule and the instructions provided in this RFQ. Further information on submission of a quotation is provided throughout this document.

E. Software and Data Rights – The Government shall have the unlimited right to use, modify, reproduce, release, perform, display, or disclose technical data and non-commercial software and non-commercial software documentation, and to permit others to do so.

F. The Government will provide Government Furnished Property (GFP) as detailed in RFQ Attachment 2. Upon task order award, RFQ Attachment 2 will be updated with all contract action data and attached to the task order award. Additionally, all GFP will be tracked via the GFP Module in the Procurement Integrated Enterprise Environment (PIEE) suite and attached to the contract in the Electronic Data Access (EDA) application within PIEE.

II. GENERAL INSTRUCTIONS FOR QUOTATION SUBMISSION

This section provides general guidance for preparing quotations as well as specific instructions on the format and content of the quotation. The Schedule Contractor must include all data and information requested in this RFQ and in accordance with these instructions. The Schedule Contractor shall prepare their quotation as set forth in the table below.

All Adobe, Excel, and Word documents shall be submitted using Times New Roman 12-point font/size and single spaced. Smaller font size is allowed in pricing Excel spreadsheets as well as graphics, tables, figures, etc.; however, it shall not be any smaller than 8. Margins shall be no smaller than 1”. Cover pages, tables of content, glossaries, and acronym lists, if provided, do not count towards the volumes’ page limits. Each 8.5 x 11 page will be counted as 1 page; 11 x 17 pages will be counted as 2 pages.

A. VOLUME I - CONTRACT DOCUMENTATION. This volume of the Schedule

Contractor’s quote provides for the minimum contractual documentation to be eligible for award. Failure to provide any of the below items within this Volume may render the Schedule Contractor’s quote ineligible for award.

i. Cover Letter: The Schedule Contractor shall identify their Contractor’s Commercial and Government Entity (CAGE) code, Unique Entity Identifier (UEI) for NAICS Code 541511. The Schedule Contractor shall identify a Point of Contact to include an address, email address and telephone number. The Schedule Contractor shall provide a list of all subcontractors and/or team members participating in this requirement. The cover letter shall also indicate the quote is valid for a minimum 150 days from quote response date and acknowledge any and all amendments to the RFQ.

To be eligible for award, the Schedule Contractor is required to have an active registration in the System for Award Management (www.SAM.gov) when submitting a quotation and shall maintain an active registration through time of award and the life of the resulting contract award.

Women-Owned Small Business (WOSB) Schedule Contractors shall provide a written statement to re-certify they are a small business in accordance with the NAICS 541511 and corresponding small business size standard applied for this task order. This re-certification will be verified utilizing SAM.gov. Quotes from Schedule Contractors that are not small business in accordance with NAICS 541511 and the corresponding size standard of $34M will be considered noncompliant and will be rejected in accordance with FAR Clause 52.219-6.

Schedule Contractors shall possess a valid GSA MAS for NAICS 541511 that is in effect at the time of quotation submission.

ii. DD254: Schedule Contractors shall have a valid Facilities Clearance Level (FCL) at the SECRET level at the time of quotation submission and shall maintain the FCL at the SECRET level for the duration of the contract and all options. The CAGE code that is to be associated with the task order award shall be the same CAGE code associated with the FCL and the same CAGE code to which the GSA Schedule Contract was awarded. The Schedule Contractor cannot use another branch, division, or subsidiary CAGE code to satisfy the FCL requirement.

Schedule Contractors shall include in Volume 1, the requisite information to complete Block 6 (a-c) of the DD Form 254 (Attachment 3) upon award. The Schedule Contractor’s information, to include their CAGE code, shall match the CAGE code submitted on the rest of the quotation documents for the Prime offeror. Failure to demonstrate possession of the appropriate security clearance at time of quote submission shall render the Schedule Contractor’s quote ineligible for award.

iii. RFQ Provisions: Attachment 4 contains provisions that apply to this RFQ and clauses that will be applicable to the resulting award. Schedule Contractors shall complete and return all applicable provisions found in Attachment 4 as part of their quotation submission.

iv. Schedule Contract: Schedule Contractors shall provide a copy of their GSA Schedule with their quotation (no links).

B. VOLUME II – TECHNICAL CAPABILITY. The Schedule Contractor’s technical approach will be incorporated into the resultant task order award. Failure to provide any of the below items within this Volume shall render the Schedule Contractor’s quote ineligible for award.

i. In this volume, the Schedule Contractor shall submit their technical approach for accomplishing the requirements as it relates to the PWS and all technical capability subfactors. The Schedule Contractor shall provide as specifically as possible the actual methodology to be used for accomplishing each task(s) included in each subfactor.

ii. For Subfactors 1-7, Schedule Contractors shall submit their technical approach as it relates to the following:

Subfactor 1, Software Development Support: Schedule Contractors shall propose a detailed approach for Task Area 2 – Software Development Support in accordance with PWS 1.5.2.

Subfactor 2, Monitoring & Production Application Support: Schedule Contractors shall propose a detailed approach for Task Area 3 – Monitoring and Production Application Support in accordance with PWS 1.5.3.

Subfactor 3, CCMD Exercise Support: Schedule Contractors shall propose a detailed approach for Task Area 4 – CCMD Exercise Support in accordance with

PWS 1.5.4.

Subfactor 4, Risk Management Framework Support: Schedule Contractors shall propose a detailed approach for Task Area 5 – Risk Management Framework Support in accordance with PWS 1.5.5.

Subfactor 5, Cloud Migration Support: Schedule Contractors shall propose a detailed approach for Task Area 6 – Cloud Migration Support in accordance with

PWS 1.5.6.

Subfactor 6, Global Operations Center & Training Support: Schedule Contractors shall propose a detailed approach for Task Area 7 – Global Operations Center and Training Support in accordance with PWS 1.5.7.

Subfactor 7, Staffing Approach: Schedule Contractors shall propose a sound Staffing Approach to include a completed Staffing Matrix (Attachment 5), which identifies the necessary personnel resources given the Schedule Contractor’s unique technical approach to performing the requirements. The Staffing Matrix shall identify the GSA MAS labor category and hours by Task and Area; and any additional qualifications beyond the Schedule Contractor’s GSA MAS. Only GSA MAS labor categories will be acceptable.

The Staffing Approach shall also include the Schedule Contractor’s plan to ensure all residential and foundational qualifications identified in PWS Appendix F, IAW DOD 8140.03M are met throughout the performance period. The number of annual hours used to represent one full time equivalent (FTE) shall also be identified in the Staffing Matrix. In the event of a discrepancy in the comparison of the Staffing Matrix to the Price Quote, the Price Quote shall be considered to represent the Schedule Contractor’s intent.

iii. Subfactor 8, Mission Essential Plan: Schedule Contractors shall submit a Mission-Essential Contractor Services Plan that adequately describes how the contractor will continue to perform the essential contractor services listed in the PWS during periods of crisis pursuant to DFARS 252.237-7024.

C. VOLUME III – PAST PERFORMANCE.

i. In this Volume, the Schedule Contractor shall submit no more than four (4) examples of Government and/or commercial contracts/work efforts for initiatives similar in scope, magnitude, and complexity to IGC (has logical connection to the effort described in the PWS). Each reference shall be ongoing or performed within the last three (3) years of the quote submission date. It is the contractor's responsibility to demonstrate alignment between past projects and the PWS requirements in order for the Government to determine relevancy. The references should demonstrate past performance in the following areas:

Performance managing a software sustainment program similar in scope, magnitude, and complexity of IGC.

Performance developing and sustaining large data warehouses hosted at multiple locations, staging and integrating data from multiple heterogeneous sources, and data distribution.

Performance providing agile software development methodology via a DevSecOps pipeline in the cloud.

Performance maintaining existing operational environments through transition to a cloud-based environment.

a. Schedule Contractors are responsible for completing the Past Performance

Log (Attachment 6) and Past Performance Reference Sheets (Attachment 7). At least one reference shall demonstrate the prime Schedule Contractor’s past performance as a prime contractor. Schedule Contractors shall provide a Letter of Consent from proposed principal subcontractor(s) that will perform major or critical aspects of the requirement, consenting to the release of their past performance information to the prime offeror.

Schedule Contractors shall submit a Letter of Commitment from proposed subcontractor(s) that will perform major or critical aspects of the requirement, and who consented to the release of their past performance information to the prime offeror. Schedule Contractors shall also ensure the PPQs (Attachment 8) are provided to the appropriate representative for each of the Government and/or commercial contracts referenced in the Past Performance Log and in the Past Performance Reference Sheets.

(a) Past Performance Log – Schedule Contractors shall provide contact information for each past performance reference to include their phone number and email address. Failure to provide complete information may impact the Government’s ability to evaluate.

(b) Past Performance Reference Sheet – Schedule Contractors shall provide a clear explanation of the relevance of each reference submitted for the prime and any subcontractors who will perform major aspects of the requirement; however, the Government will not be bound by those statements in making its own relevance determinations. Subcontractor references shall clearly indicate the major aspects of this requirement the subcontractor will support. Schedule Contractors should address all four past performance areas noted above; however, each Past Performance Reference submission does not need to reflect experience in all four performance areas. Each reference shall not exceed one (1) page per performance area.

i. Subcontractor references shall clearly indicate the major aspects of the requirement the contractor will support. This information shall correlate to the information identified in the Schedule Contractor’s Staffing Matrix submission in Volume II.

ii. A past performance reference shall be a single Government or commercial effort. Schedule Contractors should provide a clear explanation as to how the reference relates to the IGC performance areas above. Schedule Contractors should address all performance areas noted above in their Volume III submission; however, each Past Performance Reference does not need to reflect experience in all performance areas. A performance reference shall be a single Government effort. Umbrella contracts (e.g., BPA, IDIQ) will be accepted as a reference but must aggregate all actual work performed under the contract (via orders) in order to determine relevancy. Umbrella contracts with minimal actual work performed will not be considered relevant. If CPARS reports are only reported at the IDIQ level, this should be annotated within Attachment 7.

(c) Schedule Contractors including a past performance reference from principal proposed subcontractor(s), shall provide a Letter of Consent from principal subcontractor(s) that will perform major or critical aspects of the requirement, consenting to the release of their past performance information to the prime offeror and to allow discussion of their past performance with the Government. Past performance information pertaining to a subcontractor(s) cannot be disclosed to the prime contractor without the subcontractor's consent.

(d) Schedule Contractors shall provide a Letter of Commitment, for the life of the contract, from principal subcontractor(s) performing major or critical aspects of the requirement and whose past performance was relied upon in the Government’s overall Past Performance Confidence Assessment Rating.

(e) Past Performance Questionnaires will only be accepted for the four (4) references provided in the Past Performance Log. Schedule Contractors are responsible for ensuring PPQs (Attachment 8) are provided to the POCs identified on the Past Performance Log (Attachment 6) for each of the Government or commercial contracts/work efforts referenced. The Government will only accept questionnaires from and completed by the POC reference in the Past Performance Log.

D. VOLUME IV – PRICE

In this volume, the Schedule Contractor shall complete and return in Excel format Attachment 9 of the RFQ for the transition phase-in period, base period, and all option periods. All quotations must contain only GSA Schedule labor categories and rates (as discounted). Schedule Contractors are strongly encouraged to provide additional discounts/price reductions from their GSA Schedule prices.

All additional information relating to the proposed price, including all required supporting documentation, must be included in this section of the quotation in a Word, Excel, or PDF format. Under no circumstances shall this information and/or documentation be included elsewhere in the quotation. As part of the price supporting documentation, Schedule Contractors shall provide sufficient detail regarding the unit price proposed for each Line Item. The detail should correlate to the labor categories and level of effort proposed in the Schedule Contractor’s Staffing Matrix submission.

Schedule Contractors shall provide a copy of their GSA MAS Schedule Price List in this volume.

This requirement anticipates the need for Travel and Other Direct Cost line items.

Schedule Contractors are not required to quote this line item; rather, a Not-to-Exceed amount will be provided by the Government at award.

E. VOLUME V – TRANSITION PHASE-IN

Schedule Contractors shall provide a detailed transition plan for the period 01 September 2024 through 30 September 2024 that ensures phase-in requirements are met in accordance with PWS paragraph 1.5.1.1.

III. EVALUATION FACTORS AND BASIS FOR AWARD

A. Approach. This is a competitive best value source selection. The Government will utilize a Best Value Trade-off source selection process as described below, to identify the offeror who represents the best value to the Government. Evaluations will be conducted IAW FAR 8.405-2(d). The relative order of importance of each factor is as follows: when combined, the non-price factors are significantly more important than cost or price. Within Technical Capability, subfactors 1 through 8 are of equal importance. Past Performance will be assigned a confidence assessment rating based on the recency, relevancy, and quality of the past performance information available. Price will be evaluated to determine if it is fair and reasonable. Transition will be assigned a rating of Acceptable or Unacceptable. The Government reserves the right to conduct a realism analysis to determine whether the fully burdened rates quoted are too low for the work to be performed and pose a performance risk to the Government. The following factors will be used as part of the evaluation:

1) Technical Capability

2) Past Performance

3) Price

4) Transition Phase-In

B. Evaluation Process:

1. Initially, the Government will review each offeror’s quote to verify that each volume conforms to the solicitation requirements (to include all terms, conditions, representations, certifications, and all other information required by the solicitation);

quotes will be determined as “compliant” or “not compliant” with the solicitation requirements. The Government will calculate each offeror’s total evaluated price (TEP) IAW Section III(C)3.

2. Next, the Government will evaluate each offeror’s Technical Capability IAW Section III(C)1. Within technical capability, all subfactors are of equal importance.

3. Next, the Government will evaluate Past Performance (Volume 4) of all offerors IAW Section III(C)3. A single Performance Confidence Assessment rating of “Substantial Confidence,” “Satisfactory Confidence,” or “Limited to No Confidence” will be assigned.

4. The Government will award a task order resulting from this RFQ to the offeror who is deemed responsible IAW the FAR, as supplemented, whose quote conforms to the solicitation requirements (to include all terms, conditions, representations, certifications, and all other information required by the solicitation), and is determined, based on the evaluation factors, to represent the best value to the Government. This may result in an award to a higher rated, higher priced offeror, where the decision is consistent with the evaluation factors. However, the Government will not pay a price premium that it considers to be disproportionate to the benefits associated with the proposed margin of service superiority. Therefore, the Government will award a contract to the offeror considered to be the best value, all factors considered, given their relative order of importance. Again, all non-price factors, when combined, are significantly more important than Price.

5. The offeror’s quote should contain the most favorable terms and reflect its best possible performance potential. The Government may engage in exchanges with any, all, or none of the offers regarding their quote. This statement is not to be construed to mean that the Government is obligated to communicate with every offeror (note that FAR Part 151 procedures do not apply; therefore, formal discussions are not applicable). Prior to award, the Contracting Officer will make a determination that the quoted price is fair and reasonable. The Government reserves the right to permit offerors to revise their quote if it is in the best interest of the Government to do so. If deemed in the best interest of the Government, the Contracting Officer reserves the right to award no task order at all.

C. Evaluation Factors: Each offeror’s quote will be evaluated against the following criteria.

1. Technical Capability – The Government will evaluate the Schedule Contractor’s technical approach for accomplishing the requirements as they relate to each Technical Capability subfactor below:

i. Subfactor 1, Software Development Support: The Government will evaluate the Schedule Contractor’s detailed approach for providing Software Development Support in accordance with PWS 1.5.2 (includes all subparagraphs).

ii. Subfactor 2, Monitoring & Production Application Support: The Government will evaluate the Schedule Contractor’s detailed approach for providing Monitoring and Production Application support in accordance with PWS 1.5.3

(includes all subparagraphs).

iii. Subfactor 3, CCMD Exercise Support: The Government will evaluate the

Schedule Contractor’s detailed approach for providing CCMD Exercise Support in accordance with PWS 1.5.4 (includes all subparagraphs).

iv. Subfactor 4, Risk Management Framework Support: The Government will evaluate the Schedule Contractor’s detailed approach for providing Risk Management Framework Support in accordance with PWS 1.5.5 (includes all subparagraphs).

v. Subfactor 5, Cloud Migration Support: The Government will evaluate the Schedule Contractor’s detailed approach for providing Cloud Migration Support in accordance with PWS 1.5.6 (includes all subparagraphs).

vi. Subfactor 6, Global Operations Center & Training Support: The Government will evaluate the Schedule Contractor’s detailed approach for providing Global Operations Center and Training Support in accordance with PWS 1.5.7 (includes all subparagraphs).

vii. Subfactor 7, Staffing Approach: Schedule Contractor’s staffing approach will be evaluated to consider level of effort and the mix of labor to perform the requirements of the PWS IAW FAR 8.405-2(d).

viii. Subfactor 8, Mission Essential Plan: The Government will evaluate the Schedule Contractor’s Mission Essential Plan to determine if it adequately describes how the Schedule Contractor will continue to perform essential

contractor services listed in the PWS during periods of crisis pursuant to DFARS 252.237-7024.

For Technical Capability, the Government will evaluate each subfactor (1-8) and assign one overall Technical rating as follows:

Superior

The quote meets all the requirements identified in the PWS or RFQ as related to the Technical Capability subfactor and exceeds one or more requirements. Such additions provide benefit to the Government.

Acceptable The quote meets all the requirements identified in the PWS or RFQ as related to the Technical Capability subfactor.

Susceptible Of Being Made Acceptable

The quote does not meet all the requirements identified in the PWS or RFQ as related to the Technical Capability subfactor;

however, there is reason to believe through revisions, an acceptable quote could result. For award without communications, these quotes are considered “unacceptable.”

The quote fails to meet one or more requirements in the PWS or RFQ as related to the Technical Capability subfactor. These failures are not correctable without major revisions, significant changes, or complete re-writes of the quote to make it acceptable.

*If a rating of Unacceptable is assigned, the Schedule Contractor will not be eligible for task order award.

2. Past Performance – Past Performance will be evaluated as a measure of the Government’s confidence in the Schedule Contractor’s ability to successfully perform the IGC requirement based on the quality of recent and relevant performance efforts.

i. Recency: The Government will begin its evaluation by first determining the recency of each past performance effort being evaluated. To be recent, the effort is ongoing or has been performed within the last three (3) years of the quotation due date. If a past performance reference is not determined recent, it will not be considered in the evaluation.

ii. Relevance: The Government will then determine if each recent performance effort is relevant. To be relevant the effort must have a logical connection to the work described in the performance areas described in Paragraph II.C.i. The Government reserves the right to obtain information relative to present and past performance on its own, in addition to that provided by the Schedule Contractor.

Other sources of information include, for instance, the CPARS and Federal Awardee Performance and Integrity Information System (FAPIIS). A relevancy rating will be assigned as follows:

Relevant Present/Past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant Present/Past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/Past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires

The Government will evaluate past performance information regarding predecessor companies or principal subcontractor(s) when such information is relevant to the acquisition. Past performance regarding predecessor companies or principal subcontractor(s) that will perform major or critical aspects of this requirement will be weighted the same (equally as important) as the past performance information for the Schedule Contractor.

While each past performance reference does not need to reflect performance in all areas identified in Paragraph II.C.i., the Government will give more consideration to a reference which reflects relevant performance in multiple areas.

While the Government will consider past performance information on relevant efforts performed for state and local Governments, as well as in the commercial sector, past performance conducted within the DoD will receive greater consideration when assigning a past performance confidence assessment rating.

Past Performance which cannot be validated by a source other than the Schedule Contractor will not be reviewed for relevancy nor considered in the Past Performance Confidence Assessment.

iii. Quality: The Government will consider the performance quality of recent and relevant efforts. For each recent/relevant past performance reference reviewed, the performance quality of the work performed will be assessed. The quality assessment consists of an in-depth, comprehensive evaluation of the past performance questionnaire responses, as well as information the Government obtains on its own, such as the CPARS and FAPIIS.

iv. Overall Confidence Assessment: After recency, relevancy, and quality have been determined, the Schedule Contractor’s overall past performance rating will be evaluated as follows:

Substantial Confidence Based on the Schedule Contractor’s recent/relevant performance record, the Government has a HIGH expectation that the Schedule Contractor will successfully perform the required effort.

Satisfactory Confidence

Based on the Schedule Contractor’s recent/relevant performance record, the Government has a REASONABLE expectation that the Schedule Contractor will successfully perform the required effort.

Limited to No Confidence

Based on the Schedule Contractor’s recent/relevant performance record, the Government has a LOW to NO expectation that the Schedule Contractor will successfully perform the required effort.

3. Price – The Government will calculate each Schedule Contractor’s Total Evaluated

Price (TEP) by adding the total price of the transition phase-in period, base period (to include optional CLINs), all option periods (to include optional CLINs), and the total price for the 6-month extension of services. Pricing for the 6-month extension of services period shall be identical to the proposed pricing in effect on the final day of performance immediately preceding the extension period. Evaluation of options will not obligate the Government to exercise the option(s).

Prior to award, the Government will conduct a price analysis IAW FAR 15.404-1(b) to determine if the TEP is reasonable in relation to the RFQ requirements to include labor rates (as discounted), whether proposed prices are IAW the offeror’s GSA MAS contract pricing, and by comparing with other offerors’ quoted prices and any other price analysis technique deemed necessary.

The TEP will be considered in determining the best value offeror; however, it will not be rated. FAR 52.217-8, Option to Extend Services Clause, is included in this RFQ and authorizes the Government to require continued performance of any services within the limits and at the rates specified in the contract up to a period of six months.

These prices shall be identical to the proposed pricing in effect on the final day of performance immediately preceding the extension period.

4. Transition Phase-In – Schedule Contractors will provide a detailed transition plan for the period 01 September 2024 through 30 September 2024 that ensures phase-in requirements are met in accordance with PWS paragraph 1.5.1.1. Schedule Contractor’s transition plan will be evaluated as follows:

Acceptable The quote meets all the requirements identified in the RFQ as related to the Transition factor.

Unacceptable The quote does not meet all the requirements identified in the RFQ as related to the Transition factor.

IV. QUOTATION SUBMISSION INSTRUCTIONS

Questions on the RFQ must be received no later than 30 Apr 2024, at 10:00 am (CT). Questions shall be submitted to GSA eBuy using the Question & Answer (Q&A) Template (Attachment 10). Answers to all timely questions received via GSA eBuy will be posted to GSA eBuy, giving due regard to the proper protection of proprietary information and without reference to the source of the question. Questions received after this date and time may not be answered.

Technical Data Package (TDP): The TDP – File Name List (Attachment 11) provides the file names within the TDP, pertaining to the technical requirements of this solicitation. In order to be granted access to the TDP, offerors must complete, sign, and return the Non-Disclosure Agreement (NDA) TDP (Attachment 12) for each individual that will have access to this package to the Contracting Officer and Contract Specialist identified below. The TDP will be provided via DoD Secure Access File Exchange (SAFE).

Quote Submission: Electronic copies of each volume shall be submitted and received via GSA eBuy no later than 24 May 2024, at 3:00 pm (CT).

If the Schedule Contractor fails to obtain confirmation of receipt and accessibility from GSA eBuy prior to quote submission deadline, the Schedule Contractor should assume the Government did not receive the quote. In determining whether an electronic quote is late, the Contracting Officer will refer to FAR 15.208(b)(1)(i) and seek information as to whether the quote was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of quotes. Therefore, in order to ensure electronic receipt from GSA eBuy, the offeror should submit the quote not later than 5:00 p.m. one working day prior to the submission deadline.

In the unlikely event the GSA eBuy website is not operational, the offeror shall immediately notify the Contract Specialist and Contracting Officer at teyroko.s.perkins.civ@mail.mil and amy.m.miller50.civ@mail.mil respectively. This notification must occur prior to the quote submission deadline. Schedule Contractor notification shall be in writing and may be in conjunction with verbal notification, but verbal notification alone shall not be sufficient. The Contracting Officer will provide alternate submission instructions, if necessary.
