This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The solicitation number for this requirement is HTC711-23-R-W001 and is hereby issued as a solicitation using FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. The United States Transportation Command (USTRANSCOM) contemplates a fixed-price contract, and the Period of Performance (POP) will consist of a 12-month base period (1 May 23 – 30 APR 24), four (4) one- year option periods ending 30 APR 28 and a six (6) month extension option period ending 31 OCT 2028.
This requirement is being solicited as full and open through the SAM.gov website. The North American Industry Classification System Code (NAICS) is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance.
Please see Attachment 2, RFP Pricing Sheet for the list of contract line items numbers, with projected quantity, to include the base year and all option years.
The purpose of this effort is to provide all services, materials, supervision, personnel, labor, and equipment, to perform work and contracted repairs. Repairs shall conform to the standards, procedures, materials, and dimensions used in the original construction of the containers. Repairs shall be accomplished in strict accordance with all terms, conditions, special contract requirements and clauses. Notwithstanding the rights of the Government to review the contractor’s efforts and progress and particularly with reference to the design, specifications, and data which may be provided. It is expressly understood that the contractor is completely responsible for the compliance of contract end item with the provisions of this contract and any reviews and approvals given by the government do not relieve the contractor of this responsibility. In the event contingency conditions develop, the Contractor shall continue to operate and if necessary, expand their normal operations. If a national emergency or natural disaster occurs and results in an increase in cost of performance, such increases will be subject to an equitable adjustment under the FAR Clause 52.212-4 of the contract.
The work performed for this requirement will occur in Germany which is entirely outside the United States or its outlying territories. The estimated period of performance is the following:
Base Period 1 May 23 – 30 Apr 24 Option Year 1 1 May 24 – 30 Apr 25 Option Year 2 1 May 25 – 30 Apr 26 Option Year 3 1 May 26 – 30 Apr 27 Option Year 4 1 May 27 – 30 Apr 28
The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and is incorporated by reference in the Provisions and Clauses.
Proposals are to be submitted in two separate volumes: Technical and Price. Proposals are to be received electronically no later than 1200 hrs. Central Time on Tuesday, 17 Jan 2023. (Your E-mail submission must be checked and determined to be "virus-free" prior to submission.) The Government requires your proposal remain valid for 120 calendar days from date of submission.
Any questions regarding this synopsis/solicitation, shall be submitted electronically no later than 1200 Central Time on Tuesday, 3 Jan 2023. A consolidated list of answers to the questions will be posted on SAM.gov no later than 1200 Central Time on Tuesday, 10 Jan 2023.
The minimum guarantee for this Indefinite Delivery/Indefinite Quantity contract is established at $2,500 per contractor for the contract Base Year. The guaranteed minimum applies only to the contract Base Year and does not apply to the Option Years. The guaranteed minimum is satisfied when the contractor has been offered sufficient orders to total $2,500 during the contract Base Year.
