The following have been modified:
ADDENDUM TO 52.212-1
ADDENDUM TO FAR 52.212-1, INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (SEP 2021)
Paragraph (b) entitled “Submission of Offers” is deleted in its entirety and replaced with paragraph (b) “Submission Information” below.
Paragraph (c) entitled “Period of acceptance of offers” is tailored to read: The Government requires a minimum of 120 calendar days for acceptance of proposals submitted in response to this solicitation.”
Paragraph (e) entitled “Multiple Offers” is tailored to read: “The Government will not consider multiple proposals presenting alternate terms and conditions for satisfying the requirements of this solicitation.”
Paragraph (g) entitled “Contract award (not applicable to Invitation for Bids)” is deleted in its entirety and replaced with paragraph (g) “Contract Award.”
(b) Submission Information:
1. Proposals shall be submitted using Times New Roman, 12-point font except for figures, tables, and diagrams where smaller is acceptable if it is readable. The maximum page limit for each volume includes all text pages, tables, graphs, and other types of illustrative material. Table of contents do not count against the page limits for the respective volumes. Each page size shall be no larger than 8.5” x 11” and single sided. Excess pages exceeding the maximum limits proposals are not read or considered in the evaluation.
2. Proposals shall be submitted via email by the RFP due date to Mrs. Zcheherah Macapinlac at zcheherah.g.macapinlac.civ@mail.mil and Mr. Kenneth Montgomery, kenneth.e.montgomery8.civ@mail.mil. All documents shall be in Adobe PDF format, except the price quote which shall be in Microsoft Excel format with an .xlsx file extension.
3. Formal communications, such as requests for clarification, questions and/or written information concerning this solicitation shall be submitted in writing to the points of contact in paragraph (b)(2) above. Written questions will be answered in writing and provided to all Contractors via a posting to SAM.gov. However, due to the time required to research a question and provide an answer, questions received less than 10 calendar days prior to the due date of proposals specified in this solicitation may not be answered. Solicitation changes will be made via amendment and posted to SAM.gov.
4. Contractor’s shall submit three volumes to be considered compliant: Volume I – Contract Documentation, Volume II – Technical Approach, and Volume III – Price Proposal (Attachment 1 – Pricing Sheet).
(a) Volume I – Contract Documentation (No page limit):
Volume I shall include the information listed below and any other items for which a location has not otherwise been specified. Failure to follow these instructions may result in removal from this competition.
(i) Complete and submit Attachment 3, Contact Information Sheet.

(ii) Complete the Standard Form (SF) 1449, Solicitation for Commercial Items blocks 12 (even if no discount is offered), 17a, 30a, 30b and 30c. Complete Block 17b only if remittance address is different;
such address must be registered in the System for Award Management (SAM) database. In doing so, the Contractor accedes to the contract terms and conditions as written in the RFP, with attachments. Signature by the Contractor on the SF 1449 constitutes a proposal, which the Government may accept. Also, complete blocks 8, 15A and 15B on each SF 30, Amendment of Solicitation, to acknowledge all solicitation amendments (if any). To be eligible for award, the contractor is required to be registered in SAM when submitting a proposal and shall continue to be registered until time of award.
(iii) In accordance with (IAW) FAR 4.1102(a), Representations and Certifications shall be submitted online using https://www.sam.gov where available OR may be submitted with your contract documentation.
Failure to do so will result in your proposal being found non-compliant with the solicitation. The following provisions require your input and must be included with your proposal if they are not in your SAM record.
• FAR 52.204-24, Representation Regarding Certain Telecommunication and Video Surveillance Services or Equipment (Oct 2020) (NOTE: FAR 52.204-24 only needs to be completed if FAR 52.204- 26 is not completed in SAM.gov, or if the quoter represents it “will” provide or “does” use covered telecommunications equipment in FAR 52.204-26.)
• FAR 52.209-7, Information Regarding Responsibility Matters (Oct 2018)
• FAR 52.212-3, Offeror Reps & Certs – Commercial Items (Nov 2021) with Alternate I
• DFARS 252.204-7017, Prohibition on the Acquisition of Covered Defense Telecommunications
Equipment or Services—Representation (May 2021) (NOTE: DFARS 252.204-7017 only needs to be completed if DFARS 252.204-7016 is not completed in SAM.gov, or if the quoter represents it “does” provide covered defense telecommunications equipment or services in DFARS 252.204-7016.)
Volume II: Technical proposal (shall not exceed 15 pages)
A. The offeror shall provide in detail a technical approach that will successfully accomplish the requirements noted in at paragraph 1.3 of the Performance Work Statement (PWS). The explanation shall include how the offeror plans to ensure that all final deliverables meet the PWS requirements.
B. Offerors shall submit a Certificate, license, etc. to show proof of Welder Certification according to
Germanishcer Lloyd (GL) DIN EN 287-1 (renewal every two years).
C. Offeror shall submit a container repair facility address which is searchable using Google Maps.
The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the offeror intends to meet the requirements of the PWS. Statements that the offeror understands, can, or will comply with the PWS; statements paraphrasing the PWS or parts thereof; and phrases such as “standard procedures will be employed’ or “well known techniques will be used,” etc., will be considered unacceptable. Offerors shall assume the Government has no prior knowledge of their experience and will base its evaluation on the information presented in the proposal.
Volume III: Price proposal. Offeror shall complete Attachment 2, Columns c, with the Fixed Unit Price for each repair line item for the Base Year and all Option Years. The pricing schedule will automatically calculate totals.
The Government seeks to obtain the offeror’s best price. These proposed rates must be guaranteed through contract completion.
To be considered for award, prices must be determined fair and reasonable using one of more techniques set forth in
FAR 13.106-3.

The offeror agrees to hold the prices in its offer firm for 120 calendar days from the date specified for receipt of offers.
The Government will not consider multiple offers presenting alternate terms and conditions for satisfying the requirement of this solicitation.
(g) Contract Award:
The Government intends to award without requesting or accepting revised quote(s). Therefore, a Contractor’s initial quote shall contain the most favorable terms and reflect its best possible performance potential. The Government reserves the right to award no contract, depending upon the quality of the quotes submitted and the availability of funds.
