This PWS specifically calls for operations at the Klaipedos Smelte Terminal (KST) – one of several capable and suitable terminals at the Port of Klaipeda. In communications with the terminal, KST has expressed a desire to focus on container operations which puts the long term success stevedoring operations of this program at risk. Would TRANSCOM permit offerors to propose other terminals instead?

No, Offerors are to provide pricing valid for five years. The Schedule of Rates (SOR) will not be revised to allow escalation pricing for each year.

In general, relating to PWS Section 4.1.2.1, port tariff/charges can be increased in a way that far outpaces standard inflation. How would contractors account for large increases in port tariff rates? Would TRANSCOM consider permitting port tariff rates to be passed through at cost?

No, port tariffs will not be passed through at cost. If port tariffs were to increase to the point it causes a significant loss to the contractor, they can file an REA with the Contracting Officer to recoup those expenses.

Per Section 4.4.1.2 of the PWS, “During vessel or truck loading or discharging, where military drivers or aircraft support staff were provided, the USG will only compensate the Contractor for services (if provided e.g., lashing, or unlashing per schedule 1A1a/1A2a) for those vehicles or aircraft (if applicable) operated/driven by the U.S. Military or civilian personnel.” Therefore, if the military operates vehicles, should port tariff charges be loaded into the lashing/unlashing rates?

Per Section 4.13.5 (Mobile Cranes), the PWS says that all rental cranes are to be reimbursed at cost as OOP.
However, Lines 175-177 of the SOR ask contractors to provide pricing for mobile cranes. Could TRANSCOM please clarify the requirement for what is OOP and what is SOR based?

160 LT capacity will be reimbursed through the SOR. Please see the amended PWS.

The SOR has been amended. Line Item 186 has been changed to "HARD STAND LOTS - OPEN STAGING AREA" estimated up to 33,000
SQMT. Line Item 187 now reflects "RENTAL 20FT SHIPPING
CONTAINERS (SECURITY WALL)."
Per the SOR, staging should be priced per square meter per day.

In Solicitation paper RFP HTC711-23-R-R003 there are no lines requesting to quote for Open Staging areas . Is it missed out , should there be line for offer price for Open Staging area or will there be different procedure for contracting Open staging area
