SOLICITATION HTC711-22-R-R009
ROUND 1 - QUESTION & ANSWERS
1. Please confirm that TRANSCOM will compensate the port directly for all tariff charges or port fees.
Background: 4.1.2.1 states that “the government will compensate the port for all tariff charges or port fees generated throughout the course of the contract”. This is different from
4.1.2.1 in most USTC S&RTS contracts.
Answer: The USG will compensate the contractor for port tariffs fees/charges, we do not have a means to pay port generated invoicing (all charge are through the contractor).
PWS paragraph 4.1.2.1 has been revised via Amendment 0002 and posted to SAM.gov on 9/1/2022.
2. Will TRANSCOM pay vessel loading and discharge CLINs for vehicles driven by the military on to or off of vessels? The port charges regardless of who drives.
Answer: No, compensation is for the work the contractor does, commodity rates are inclusive of all labor & CFE (Contractor Furnished Equipment), if Military drivers are brought in as contingency or training, the commodity the contractor will collect is for the work provided e.g., 1A1a/1A2a commodity; lashing or unlashing only.
