About this file

This document contains questions and answers regarding a solicitation for stevedoring and related terminal services at the Port of Constanta, Romania. The solicitation seeks services including vessel loading and unloading, cargo receipt and handling, facility and equipment provision, physical security, and office support for the Surface Deployment and Distribution Command 839th Transportation Battalion. One question clarified the definition of washracks in the statement of requirements, noting a discrepancy in vehicle weight specifications. The agency response separated the washrack requirements into two line items and directed offerors to use the revised statement of requirements dated September 29, 2020.

Solicitation Questions – Round 1 2 Oct 20

1. Having checked the blank SOR, we believe there is a mistake in the definition of the washracks:

Mobile Washrack with 15kg vehicles (light vehicles) - concrete wash rack

(Support to 80 tons) 4 EA lot.

These racks are to be used with 80 ton weights on them (to accommodate tanks) but 15 kg vehicles seems to be an erroneous insertion and may misguide offerors.

Answer:

The wash rack requirements have been separated into two different line items to avoid any confusion. The SOR has been revised to reflect this change, these items can be found on line

200 and 201, Item 10 and 181. Please ensure you use the latest version of the SOR (revised 9-

29-20) with your proposal. This response and the lrevised SOR will be posted to Beta.Sam.gov website.
