TECHNICAL WORKSHEET
Okinawa, Japan
RFP: HTC711-20-R-R006
When completing the technical worksheet Offerors shall assume the Government has no prior knowledge of their experience and will base its evaluation on the information presented in this worksheet. Failure to complete this document in its entirety may result in an offer being ineligible for award. Entire submission for this worksheet shall not exceed 25 pages (Note: a single side is considered one page). Attachments, port certification, documentary evidence and equipment lists shall not count against the page limit.
Offerors should limit their technical proposal to addressing the specific minimum requirements listed below. Sections of the submitted technical proposal addressing elements of the PWS not listed below will not be considered in the overall rating.
If any item in the Technical Worksheet Proposal is rated as Unacceptable, the entire Technical Worksheet Proposal will be rated as Unacceptable.
1. Do you have a stevedore license to conduct operations at all ports stipulated (reference paragraph 6.1, PWS) or can operate at ports for which you don’t have a license through subcontractors with valid licenses? (PWS 4.1.1.1) Click here to enter text.
Add as attachments to this worksheet the following.
i. Port Licensing/Permits (PWS 4.1.1)
ii. Current Host Nation commercial registration for shipping, freight forwarding, import/export of cargo, cargo handling or equivalent services.

iii. Proof of current certification of at least two (2) proposed personnel trained and tested in handling Hazardous Material per the requirements of the Code of Federal Regulations (CFR) Title 49, Section 172.702 or Host Nation equivalent. (PWS 5.9)
iv. Proof of at least two (2) proposed personnel who have completed current basic rigging school that meets or exceeds Occupational Safety and Health Administration (OSHA) qualification standards as specified in Appendix A of the PWS. (PWS 5.16.3)
2. Provide information on their Safety Program and measures utilized during vessel operations. (PWS 3)
a. Describe how you will safely conduct the below phases of military cargo operations without damaging the cargo or the transport conveyances. The phases are provided below for your response (Performance Requirement)
i. Receiving cargo by military convoy, commercial and military trucks.
ii. Staging cargo-Segregation by type; adequate staging dangerous goods;
sensitive items; the condition and type of staging lots provided for Government us for RO/RO or LO/LO water terminal operations.
iii. Moving cargo from the staging area to final stow location aboard vessel.
iv. Supervision and management services.
3. Describe your capabilities and resource to simultaneously conduct multiple port – vessel operations 24 hours a day for as long as necessary to complete all operations (PWS 5.2)
a. Describe how you will access labor, equipment and facilities needed to receive military cargo, stage it for loading, and conduct vessel loading operations.
Describe how you will handle sensitive and dangerous goods. Your descriptions must include all equipment and labor sources.
b. Add as attachments to this worksheet a current listing of all equipment in your inventory available to be used immediately at your terminal. Demonstrate your capability to conduct multiple ocean terminal operations to include the loading and discharging of various types and classes of vessel simultaneously.
4. Can your company supply necessary materials, i.e., lumber, lashing, blocking & bracing, etc., in support of all port-vessel operations in the quality and quantities required at cost? (PWS 6.5.4)?
5. In the event you have insufficient personnel and equipment to satisfy operational requirements, describe how your company resolve the situation and where will you get the resources you need?
6. Describe how you will handle inoperable or deadline equipment weighing up to 150,000lbs. (63,386 kg.) from all land based conveyances and each vessel type and with various ramp configuration and deck heights to or from place rest. (PWS 5.15.1)
7. Describe your ability to handle multiple classes of cargo including classified and HAZMAT; your plan to mitigate and clean up spills; your reporting procedures; your emergency response plan; and the number of employees certified to handle those hazards. (PWS 3.5.1)
8. Explain in detail for each item how your company will perform to or above the standards in the Performance Requirements Summary (PRS). (PWS 6.16.1)
9. What is your throughput for lashing per 8 hour shift for the following commodities?
a. Wheeled vehicles and trailers (Small, Medium, and Large)
b. Containers
c. Break-bulk cargos
10. What experience does your company have loading military type cargo?
11. Can your company readily source all of the MHE listed on the Schedule of Rates (SOR)?
If not, which items will be the hardest to source and how much notice would be required?
