About this file
This document contains industry questions and government responses regarding solicitation HTC711-19-R-R010 for stevedoring and related terminal services at the Military Ocean Terminal Concord (MOTCO) and Oakland, California. The contractor will provide labor, equipment, and materials to receive, process, load/discharge cargo from all conveyances as designated by the contracting officer or contracting representative. Key issues addressed include clarifying that no rates are needed for zero quantities, unlocking a locked cell, correcting label errors, confirming that travel expenses will not be reimbursed, and clarifying compensation for training, shadow gangs, port tariffs, and rinsing services. Rates will be the same for both MOTCO and Oakland locations.

Industry Questions & Concerns with Government Responses
HTC711-19-D-R010 NOCAL-MOTCO Solicitation
1. SOR - If the quantity is 0, is a rate required?
Response 1 – No rate is required to be input into cells with a zero (0) in the quantity.
2. SOR - Cell K20 is locked, not allowing us to input a rate.
Response 2- Cell K20 has been unlocked.
3. SOR - Cells G197 thru G206, the labelling of Small Vehicles (s/b 61), and Medium Vehicles (s/b 60) have their labels flipped.
Response 3 - This has been corrected on the SOR.
4. General question - Will Travel Time, Mileage, and Bridge Toll be treated as an OOP expense?
Response 4 – No, the Government does not pay travel expenses.
5. PWS Section 3.4.1 & 3.4.2 - States that training is at the contractor’s expense, this is a major change from the Current PWS for contract HTC711-14-R-R003, in which training is billed at Man Hour rates.
Response 5 - The Government will not compensate contractors for driver training. See PWS 3.6 and 3.6.1.
6. PWS Section 4.4.1 - States that shadow gangs, either in part or full will be billed at man-hour rates. If a shadow gang is hired the contractor will need to be reimbursed for the full shadow gang.
Response 6 - Any class of labor ordered at the discretion of the COR/OO outside Commodity work, shall be compensated per schedule Schedule 2 the SOR, per class of labor. See PWS 4.8.2.1.
7. PWS Section 4.5 - States that Port tariff charges are included in the commodity rates.
There are too many variables to ensure all applicable Port tariffs can be built into the commodity rates. This should be treated as OOP.
Response 7 - Commodity rates will not include tariff charges. See PWS 4.5.
8. PWS Section 6.4.1 - Hours of Operations has 2nd shift listed as 18:00 – 02:00. The correct time is 18:00 – 03:00.
Response 8 – This has been corrected to read 18:00 – 0300. See PWS 6.4.1.3.
9. PWS Section 6.4.6.2 – States that Rinsing Services is compensated by rates established in the SOR. We do not see this defined on the SOR, and therefore are assuming if this service was performed it would be compensated at OOP.
Response 9 - The Contractor shall be compensated on equipment rental and man-hour basis.
10. SOR – Can the SOR be updated to allow for different rates for operations in MOTCO, and operations in Oakland? This change would help provide more comprehensive rates.
Response 10 – No, it will be one rate for operations at both locations.
