However, in section v.b) the RFQ states, "Any architecture, diagrams, etc., with the exception of the OV-6c, shall be included in the submission for Subfactors 2 – 4." Also, in the previous Questions response, the Government state numerous times that only the OV-6c was excluded from the 45 page limit for Volume II. Just to ensure there is no confusion, would the Government further clarifiy the asterisk (*) statement? | The solicitation has been updated to clarify. |
| Attachment 10 | 2019.05.21_Solicitation_Question__Answer.xls states that Attachment 10, the use case, has been updated. However, a comparison of the document with the original document shows no changes. The Amendment 1 version does not include the specific updates referenced in the Government's answers. | Attachment 4 | There is a 12 page limit for past performance information. However, the past performance information template, Attachment 4, is a 2-page PDF document. In the Q&A, the Government said that offerors could not convert this document to Microsoft Word to fill out before converting back to PDF format for submission. |
Using Adobe PDF to fill out this form does not change the size of the fields in Attachment 4, so offerors would be limited to 2 pages for each past performance. In addition, if offerors do not plan to fill out a performance area for a particular past performance, that space would be left blank and cannot be resized. The Government has also included a footnote that takes up space. This means offerors cannot use the full 12 pages that are allowed, nor can offerors provide a past performance that is 2 1/2 pages long and then start the next performance on the same page to make the best use of the 12-page limit.
Also, if offerors are not permitted to convert Attachment 4 to Microsoft Word, we will just have to add the five 2-page PDF documents into a consolidated PDF, and these 10 pages will not have the proper header or footer information required by the RFP.
