Q&A Round Two
HTC711-19-Q-R009
Hammernesodden, Norway S&RTS
Question #1: The Stevedoring labor for Hammarnesodden is procured from Trondheim, Norway (175 KM away). In order to secure a labor gang it is required to pay Driving Time / Transportation to each labor gang member. If the vessel operations extends past 1 day, we also need to include hotel costs per operator.
Answer #1: Travel costs should be incorporated into the commodity rates. Hotel cost should be ordered under OOP, but will need prior approval by COR.
Question #2: There is no MHE within the Port of Hammarnesodden. If a non-geared vessel with no shipboard cranes were to be utilized, then a mobile crane would need to be procured. Again both Driving Time / Transportation of mobile crane would need to be factored in. There is no line item for a Mobile crane so we are hopeful that this requires awarded carrier to have working ship's gear?
Answer #2: The awarded vessel for AS-13 is the Maersk Valencia. It is self-sustaining and has two cranes onboard.
Question #3: Per RFQ Attachment 1 - 4.5 Commodity Rates: "All commodity rates applicable to this contract are inclusive of all planning stevedoring activities, labor, and equipment, related to associated to discharging Government cargo from the vessel." This means the typical operation associated with vessel discharge and vessel load-out includes the gang costs. Labor is only ordered when there are exceptions to Commodity Rates.
Answer #3: Labor is inclusive of the commodity rates. Extra labor is not.
Question #4: Since this isn't a commercial terminal there are limited (through-put costs...vessel discharge / load cost). However, the contract is structured to apply the majority of costs on the Load Vessel and Discharge Vessel because Extra Labor is not guaranteed to be ordered.
Answer #4: Please see answer to Question #3.
Question #5: To accurately quote this contract and not place too much risk on the contractor or undue expense on the U.S. Government. The Labor should not be included within the Load Vessel or Discharge Vessel Commodity items. It should be ordered separately. Also, a Transportation and Hotel line item should be added per Operator utilized.
Answer #5: Per the DFAR, commodity rates shall be ordered over man hours. Transportation and Hotel costs are addressed in Question #1.
