QUESTIONS ANSWERS

Are cloud solutions providers eligible for this opportunity? Yes.

As we are in the final stages of preparation of the documents for our FedRAMP Moderate SaaS submission, is FedRAMP authorization required for eligibility re

TPPS?

No.

Is this a brand new procurement or does one currently exist and how many banks do you anticipate to either partner or support this endeavor?

See question 2. The number of businesses that support this requirement will be based upon the successful offeror's proposal.

What are the criteria used to determine the Recovery Rate and what criteria or factors would trigger a change in the annual Recovery Rate? What is the maximum Recovery Rate percentage that could be assessed each fiscal year?

What is the maximum Recovery Rate percentage that could be assessed over the life of the contract? Please provide the past 5 years Recovery Rate percentage. Reference: Attachment 1, PWS Third Party Payment System ID/IQ, Section 6.0, Page 11, Paragraph 6.2.

A cost recovery rate will be applied in accordance with USTRANSCOM's charter, dated 31 July 15, and the DoDFMR. Cost recovery rates are used to reimburse USTRANSCOM for all costs of all goods and services associated with developing, executing, and administering customer contracts. The cost recovery rate is re-assessed annually in order to keep costs in line with associated revenues. There is no maximum recovery rate percentage. The rate is assessed annually based on estimated revenues and expenses and published 12 months prior to the fiscal year for which it will apply.

Recovery Rate History - FY 17 - 2.2%, FY18 - 2.3%, FY 19 - 2.3%, FY 20 - est ~ 1.9%

Given that 1.3.4.1 requires a Summary Invoice on the 15th of each month, could USTRANSCOM consider changing the requirement in 1.3.4.6 for the Summary Account Balance Report be due on the 16th vs the 15th? This change would allow the report to capture all paid transactions through the 15th of each month. Reference: Attachment 2, PWS Department of Defense Third Party Payment System, Section 1.3.4, Pages 7 and 8, Paragraph 1.3.4.6.

The PWS is updated to read "The contractor shall provide a summary account balance report for all accounts on the 1st and 16th of each month (or the next Government business day)."
