This announcement constitutes the only solicitation; proposals are being requested for the contemplated Indefinite Delivery/Indefinite Quantity (ID/IQ) contract and Department of Defense (DoD) task order. The DoD intends to issue a task order in conjunction with the ID/IQ award. After the ID/IQ award, other federal agencies will be authorized to issue decentralized task orders. This RFP is for a Third Party Payment System (TPPS). This system is to provide an auditable, common, real-time, electronic transportation payment environment shared by Transportation Service Providers (TSPs) and federal agencies (primarily the DoD). The primary place of performance will be at the contractor’s facility.

2. This requirement is being solicited unrestricted under North American Industry Classification System (NAICS) code 522110, Commercial Banking, with a corresponding size standard of $550M. This RFP contains a separate Performance Work Statement (PWS) for both the ID/IQ (Attachment 1) and the DoD Task Order (Attachment 2). The PWSs detail the effort to be accomplished.

3. Clauses, provisions, line items, deliverables, instructions, and additional information are included in the

RFP.

4. By submission of a proposal, the contractor accedes to all RFP requirements including: terms and conditions and representations and certifications.

5. The anticipated period of performance (PoP) for the ID/IQ is 1 January 2019 – 31 December 2024. The anticipated PoP for the DoD Task Order is a two-year base period comprised of a one-year implementation period, a one-year performance period (01 January 2019 through 31 December 2020), and four one-year option periods ending 31 December 2024.

6. This RFP in not authorization to begin performance and in no way obligates the Government for any costs incurred by the contractor for this requirement. The Government reserves the right not to award a contract in response to this RFP. (b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.

(c) If mailed, a delivery order or task order is considered "issued" when the Government deposits the order in the mail. Orders may be issued orally, by facsimile, or by electronic commerce methods only if authorized in the Schedule.

(End of clause)

52.216-19 ORDER LIMITATIONS (OCT 1995)

(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than 100 transactions, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, services under the contract.

(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.

(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 1 business day after issuance, with written notice stating the Contractor's intent not to provide service. With each proposal, provide a letter from the principal subcontractor(s) performing major or critical aspects of the requirement consenting to release of their past performance information to the prime offeror. The letters of consent do not count towards the page limit for this section.

FPRs must be submitted via email or AMRDEC SAFE to Michael McCarthy at michael.e.mccarthy26.civ@mail.mil and Jonathan Brunick at jonathan.c.brunick.civ@mail.mil.
