B. Price

(b) Options. The government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. This includes options under FAR clause 52.217-8, Option to

Extend Services, which applies to this solicitation. The government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Specifically, by submitting a quote the offeror understands and accedes to all the terms and conditions of this solicitation. The evaluation process shall proceed as follows: First, the Technical Worksheets of all offers received will be evaluated and receive a rating of Acceptable or Unacceptable. In order to be rated as

This process will continue until an offer is judged to have an acceptable Technical Worksheet, fair and reasonable prices, and the offeror is deemed responsible or until all offers have been evaluated.

(e) The Government reserves the right to award no contract at all depending on the quality of the quotes submitted and availability of funds for the requirement. The Government intends to evaluate offers and award a single IDIQ contract without requesting or accepting revised offers. Therefore, the offerors will be advised that their initial offer should contain the most favorable terms and reflect its best possible performance potential.

The Contracting Officer at any time may inquire about any offeror’s Quote if additional information or a revised Quote is required. The Contracting Officer may inquire about all, none, or as many quotes as needed, however, the Contracting Officer shall treat all quoters fairly and impartially, in accordance with FAR 1.102-2(c)(3).

1. The following factors shall be used to evaluate offers:

Thus, the total TEP is calculated using the rates proposed in all tabs where proposed unit pricing is required, for the base and all option periods, to include the 6 month extension of services. The summation of the base, all option years, and the six month extension of services will constitute the total price.
