ANALYSIS OF MOBILITY PLATFORM (AMP)
RFP #HTC71117RD001
Questions and Answers #1
1 August 2017
Subcontractors consider their direct and indirect rates structure to be proprietary information and competitive sensitive. As such, they are unwilling to divulge their full disclosure pricing information to a prime contractor. How should the prime therefore represent subcontractor cost based on direct and indirect rates given the inability to modify the
Attachment 11 workbook?
Attachment 11 has been updated to allow for fully burdened subcontractor rates to be entered. Applicable subcontractor indirect rate details (G&A, overhead, fringe, facilities cost of money, etc.) shall be submitted as part of the Cost/Price Explanatory Narrative/Notes. In the case of limited subcontractor pricing disclosure to prime offeror, sealed explanatory narrative/notes from the subcontractor will be accepted.
If an vendor has other elements of cost as part of their rate structure that cannot be accommodated by the Attachment 11 workbook, and, as a result, the Attachment 11 workbook does not accurately calculate a vendor's proposed cost, how should corrections (reduction and increases) to the
Attachment 11 cost be accurately and properly presented in the prime proposal?
Where should the hours and cost for the second six-months of Task 1.3.11.
be captured in the Attachment 11 workbook?
How should multiple subcontractors be presented? Attachment 11 workbook provides for only a single set of proposed subcontractor direct labor rates.
QUESTIONS ANSWERS
a) A non-password protected version of Attachment 11 will not be provided.
A corrected version of Attachment 11 is provided with RFP Amendment 2 to include updates to: Instructions Tab, IDIQ Labor Rates tab, Task Order 1
Summary tab, ODC tab, Travel tab, prime tabs, subcontractor tabs, 6-month extension tabs, FTE calculations removed, workbook updated throughout to incorporate additional labor categories,
b) The formula errors at tabs "TO1 6mthExt...Tasks" are corrected.
c) Note: In RFP Amendment 2, CLIN 0002 Firm Fixed Price (FFP) CLIN became
CLIN 0003 and CLIN 0003 Fixed Fee became CLIN 0004. In a Cost Plus Fixed
Fee contract, the fixed fee applies to the Cost CLINs (excluding Travel and
ODCs) and does not apply to Firm Fixed Priced CLINs since Firm Fixed Priced labor rates are fully burden to include profit.
d) The ODC's tab is unlocked to provide for entry.
e) FTE calculation on Attachment 11 is removed. Offeror may provide additional FTE details they deem necessary as part of VI. A Overview and
Explanatory Narrative or Notes.
Attachment 7 Labor Category Descriptions was revised and is provided with
RFP Amendment 2. Offeror's are limited to the labor categories listed on
Attachment 7.
Attachment 11 has been updated to allow for input of multiple subcontractors.
Attachment 11, Staffing Matrix, Cost and Price Template contains certain formula and linking errors.
a) Would the Government re-issue this attachment as a version that is not password protected? As an alternative, will the Government provide a new version that corrects for all errors, including those listed below?
b) Tabs labeled "TO1 6mthExt ... Tasks" have an error in the formula in column W. It reads:
=IF(SUM(F17:T17)=0,"",ROUND(SUM($F$13:$T$13*F17:T17),2))
We believe the formula should be:
=IF(SUM(F16:T16)=0,"",ROUND(SUMPRODUCT($F$13:$T$13*F16:T16),2))
c) CLIN 0003 represents the Fixed Fee on the CPFF task only. There isn't a link to the fee on CLIN 0002, nor is there a placeholder for fee. The summary page for CLIN 0002 links to the Cost for 1.3.5only, and does not include a cell for different rates or fee.
d) The tab for ODC’s is protected and does not allow the proposer to enter any costs. However, there is a link on the Summary tab.
e) The FTE calculation on all the tabs is 9/12. Should this be 6/12?
Attachment 11 provides placeholders for fifteen direct labor categories.
Additional categories and/or skill levels beyond those listed may be required for this effort to be performed adequately. Are we limited to the labor categories that are listed? Or, should any additional categories be addressed as part of the supplemental cost information to be provided in a separate workbook as part of the Cost/Price explanatory narrative?
"Other elements of cost" as part of the rate structure that cannot be accommodated by Attachment 11 shall be included as part of the Cost/Price
Explanatory Narrative/Notes which shall include an explained and mapped
CLIN structure.
Attachment 11, "Task Order 1 Summary" Tab CLIN structure is revised to provide a separate CLIN (0002) for Task 1.3.11 with a period of performance
1 Apr 18 through 30 Mar 19. CLIN 0001 is for all other CPFF tasks with a period of performance 1 Apr 18 through 30 Sep 18.
a) Will the rates that are established in Attachment 11 for the IDIQ period of performance serve as the basis for establishing ceiling cost/prices for all future task orders?
b) There are other labor categories that are not represented in the PWS for the base task; therefore, depending on the Government's requirements for a particular effort, the established Attachment 11 labor category and rate mix could change significantly on future task orders and the established
Attachment 11 rates might not accurately estimate the cost of future task orders. How does the Government intend to address the possibility that a
Contractor's labor categories and rates for the out years do not adequately or accurately represent the required labor mix and/or establish a realistic cost for future task order(s)?
a) Rates proposed (Attachment 11, "ID/IQ Labor Rates" tab) for the ID/IQ base period (1 Apr 18 through 30 Sep 22) will be the basis for all future task orders issued. The ceiling of the ID/IQ is $45.5M (see SF33 Solicitation at
Contract Minimum/Maximum Quantity and Contract Value and FAR 52.216-
19 Order Limitations.
b) Attachment 7 Labor Category Descriptions was revised and provided with
RFP Amendment 2. The Government feels the labor categories/functional descriptions are adequate for the scope of the ID/IQ and subsequent task orders. Attachment 11 spreadsheet provides for proposed labor rate escalation over the 4 year ID/IQ Base period. The proposed base labor rates will not change.

QUESTIONS ANSWERS
Should the subcontracting target goals be based as a percentage of the total proposed contract value or as a percentage of the total subcontracting dollars?
The subcontracting target goals are provided to assist the Offerors in the development of their subcontracting goals to be identified in their plan. The percentages shall be of Offeror's total subcontracting dollars; not the proposed contract value.
Should the subcontracting target goals be based on the amount proposed for
Task Order 0001 versus the total proposed ID/IQ value, or as a percentage of both?
The Offerors proposed subcontracting dollars and percentages in the plan shall be broken out for each year over the entire ID/IQ contract base period.
Is the proposal due date for this RFP still 11 August 2017 Yes
If a Contractor's Disclosure Statement provide for the application of certain elements of indirect cost to ODCs, why would USTRANSCOM deem these costs unallowable and preclude the Contractor from the ability to recover these costs?
See Question #9. Attachment 1 and Attachment 3 have been revised.
Allowable and unallowable costs determination will be made in accordance with FAR Part 31.
In Amendment 0001, regarding proposal content under Section L-4.b, Volume IV, Past Performance, on page 9 of 20, there is no IV.C. The instructions skip from IV.B to IV.D. Is there a section IV.C.?
Omission of "IV.C" in Section L-4.b was a typographical error. Amendment 2 corrects Volume IV numbering. Volume IV is corrected "IV.D" now reads "IV.
C" and "IV.E" now reads "IV.D".
Attachment 1, Contract Level Performance Work Statement and Attachment
3, Performance Work Statement for Task Order 0001 both note that G&A overhead charges will not be acceptable or paid for approved ODC purchases; however, this is in direct conflict with the instructions contained in Section L-4, Factors and Subfactors Proposal Content, wherein subsection
VI-D states that actual costs will be paid for Travel and ODCs, which may include overhead and G&A. Please clarify.
Attachment 1 Contract Level Performance Work Statement and Attachment
3 Performance Work Statement for Task Order 0001, paragraphs 4.4 Other
Direct Costs are revised to remove inaccurate note regarding G&A overhead language. Revised Attachments 1 and 3 are provided with RFP Amendment
2.
