Round 1: Q&A Singapore Solicitation HTC711-16-D-R003 _30 June 2016

1. Is the incumbent supposed to do Custom Clearance for SDDC Cargo in Singapore?

A. The company awarded the contract will be required to obtain Custom Clearance for all

SDDC Cargo in Singapore.

2. Request old SAMPLE copy of Bill of Lading for Transshipment Containers in Singapore?

A. “We are unable to provide a Sample Copy of the Bill of Lading”

3. Approximately, how many Transshipment Dry Containers are estimated per VOYAGE?

A. The Government estimates 23 Transshipment Dry Containers per Voyage.

A. The Government estimates 6 Transshipment Reefer Containers per Voyage.

5. Approximately, how many SDDC Rented Dry Containers is estimated per VOYAGE?

A. The Government estimates 15 Rented Dry Containers per Voyage for stuffing in Singapore.

All commercial containers carrying DoD cargo that sail to Diego Garcia are leased and belong to the contractor. There is an occasional Maersk-Sealand container from Singapore, shipped to

Diego Garcia; however these containers are not leased by the government.

6. Approximately, how many SDDC Rented Reefer Containers are estimated per VOYAGE?

A. The Government estimates 13 Rented Reefer Containers per Voyage for stuffing in

Singapore. All commercial containers that sail to Diego Garcia are leased and belong to the contractor.

7. Kindly name the US Flag Commercial carrier carrying SDDC Cargo to Diego Garcia?

A. There is a US flag vessel on this route right now, however the vessel changes every few voyages. MSC is in the process of negotiating a replacement vessel.

8. Do these vessels have Cranes fitted on the ship? If yes, confirm capacity.

A. Yes, 2 cranes, 200 MT each. When the vessel goes into dry-dock and/or needs repairs, a substitute vessel will be chartered to fill in until the charter vessel returns and its crane capacities may be different. The ship’s onboard cranes are primarily to support port-vessel operations in

Diego Garcia.

9. Whether SDDC nominated ships will enter Brani & Pasir Panjang Terminals only, is contractor supposed to book berth (pier Space), Tugs, linehandlers for the vessel to PSA?

A. Yes, the contractor will be required to book berth (pier Space), ordering/arranging tug boats, pilots, line handlers and any other services in support of the vessel to PSA.

10. Is contractor supposed to pay for Port Tugs, Pilots and Line Handlers to get the ship to the pier?

A. Yes, the contractor will be required to pay for Port Tugs, Pilots and Line Handlers to get the ship to the pier. However, tug boats, pilots, and associated expenses including freshwater for the vessel and port dues are ship charter operator responsibility. We will not reimburse the contractor for these expenses for which they will have to bill the vessel operator and/or MSCFE for these charges.

11. Can SDDC nominated carriers enter Jurong Port for Loading and Discharging?

A. SDDC Nominated carriers can enter Jurong Port if authorized by the Port of Singapore

Authority (PSA).

12. Which is the port of Origin for the SDDC Cargo?

A. Majority of the cargo from outside Singapore originates in Oakland, CA; Long Beach, CA;

Yokohama; Japan; and Apra, Guam. However, 68% of all cargo shipped to Diego Garcia originates in Singapore.

13. What is the destination for the HAZMAT Cargo (i.e., arms and ammunition) within

Singapore?

A. Currently we do not handle AA&E cargo; however, PSA Sembawang is the only delivery location for HAZ.

14. When will SDDC S&RTS COR/ACOR provide STOW Plan to Contractor prior vessel ETA to port?

A. Diego Garcia (Navy) will send the stow plan to the contractor approx. 5 days before vessel arrival in Singapore.

Stow plans for other vessels arriving in Singapore with cargo destined for Diego Garcia are not provided. Government will provide a listing of all cargo to be loaded on each vessel iteration;

however, until the Diego Garcia shuttle vessel arrives in Singapore, contractor is responsible for securely storing and staging this cargo as it arrives in Singapore to await loading on the Diego

Garcia shuttle vessel.

15. Does Contractor have flexibility to plan the vessel loading/discharging to Jurong Port?

A. No, it’s not in the government’s best interest to operate out of Jurong port.

16. Is Stuffing/Destuffing of Containers allowed by SDDC outside the port for Loading

Operations?

A. Yes, Stuffing Containers is allowed outside the port for Loading Operations, but would normally be a shipper responsibility and not part of this contract. The only exception might be a situation in which a container was damaged and/or unserviceable for transporting cargo after arrival in Singapore. In this situation, if the cargo was still serviceable, the contractor would strip the cargo out of the defective container and stuff it into a replacement container. Stripping

(unstuffing) operations once containers arrive in Singapore from Diego Garcia, are not part of this contract and a consignee responsibility.

17. What are the commodities/products planned for shipment in Reefer containers?

A. Food items

18. Provide, commodity examples for (out of size) SDDC Cargo.
