RESPONSES TO QUESTIONS #6-10
SOLICITATION # HTC711-15-R-W004
DEDICATED FUEL BARGE IN GULF REGION
Question # 6: Please clarify the Government's requirement as it relates to Clause 3.1.1 of the PWS (page 11) and CLIN 0001 and additional CLINs in SF 1449 continuation sheet. Both 3.1.1 and the SF 1449 make reference to 2 barge tows of not less than 50,000 barrels each month. It then further defines each 50,000 barrel tow of being either two 25,000 bbls barges or even 3 barges adding up to 50,000 bbls. Based upon this please clarify or confirm the following questions:
1) Contractor needs to provide 100,000 bbls of capacity (not including further optional call ins).
This 100,000 bbls needs to be separated into two tows of barges (either 2 or 3) that total at least 50,000 bbls.
Response: Yes, the requirement is for two barge tows each having a calibrated capacity of not less than 50,000 barrels. Each tow shall consist of either two individual 25,000 barrel barges, or not more than three barges total, one of which must have a capacity of at least 25,000 barrels.
Barges shall not exceed a 25,000 barrel capacity for either of the two or three barge tow configurations and shall not exceed a 50,000 barrel capacity in either configuration. Amendment 0002 incorporates revised Attachment 1 (PWS (A02)) dated 7 Oct 15 to clarify the requirement.
2) Please advise if there is max requirement for barge capacity that a contractor may not exceed.
Response: Any barge utilized in the performance of the contract shall not exceed a 25,000 barrel capacity due to pier restrictions identified in the PWS Appendix G.
3) 3.1.1 further states that max loaded draft for all tows is not to exceed 9.6 feet. We note that only one port has this restriction so please confirm that all tugs and barges at all times must meet draft of not to exceed 9.6 feet.
Response: Yes, all tugs and barges at all times shall meet the maximum loaded draft, not to exceed 9.6 feet. Each barge shall have the ability to discharge at all port locations.
Question # 7: Please advise if a one week extension to the due date is possible since the proposal requirements are very comprehensive.
Response: The proposal due date has been extended (Amendment 0002) from 16 Oct 15 to 19 Oct 15 @ 2PM central standard time.
Question # 8: The SF 1449 lists 1st Optional On Call and 2nd Optional On Call, but 3.1.1 below states that the contractor must provide one additional tow when requested by the Govt. Does Government have option for one on-call or two on-calls?
Response: The Government requirement is for two optional On-Call tows. Attachment 1, (PWS (A02)), paragraph 3.1.1.1. has been revised to clarify the requirement.
Question # 9: Please confirm that there is not requirement for the barge(s) to be equipped with an Inert Gas System.
Response: The Government does not have a requirement for the barge(s) to be equipped with an Inert Gas System nor would prohibit acceptance if so equipped.
Question # 10: Reference: Attachment 2, CLIN 0004, 0005, 1004,1005, 2004, 2005, 3004, 3005, 4004, 4005, 5004, 5005 All showing Qty’s of 3 and SF-1449 Item No 0004, 0005, 1004,1005, 2004, 2005, 3004, 3005, 4004, 4005, 5004, 5005 showing Qty’s of 9 and 12. Are these two locations in the package to be bid differently? The above reference CLIN’s in Attachment 2 shows 3 months as the period to bid on, the same items on in the SF-1449 are showing 9 and 12 months.
Response: Attachment 2 has been revised (Amendment 0002) to reflect the correct quantities and align with the SF-1449 Schedule of Supplies/Services CLIN quantities. The quantities shown reflect the maximum number of months allowed within the identified period of performance for the optional on-calls tows. Note, optional on-call tows are ordered on a month-by-month basis; typically in 3 month increments and subject to be terminated with a minimum of 15 days’ notice if the tow is no longer required. To clarify, an optional on-call tow may be exercised for 1 month of service up to 12 months of service as specified in the CLINs period of performance.
