SYNOPSIS: The purpose of this synopsis is to notify interested parties the USTRANSCOM Acquisition Directorate anticipates issuance of a solicitation to provide multimodal transportation services. USTRANSCOM is pursuing the acquisition of international transportation services to move cargo via multiple modes to include airlift, sealift, and line haul to/from multiple locations globally. The contractor will provide all modes of transportation, personnel, equipment, tools, material, maintenance, supervision, ground transportation, unloading and loading capability for breakbulk, rolling stock, and containers to transport DoD cargo globally. The contractor will be required to coordinate all activities with the host nation to ensure duty-free customs clearance, transit and landing rights.

This will be a best value source selection award. The Government intends to make multiple IDIQ contract awards. Awards will be made to approved VISA and CRAF carriers. The contract will have a base period and Two One-Year Option Periods. The Period of Performance will be approximately 1 August 2015 through 31 July 2018. Contractors will be required to perform all services identified in the solicitation. The Government will review each offeror’s proposal against the following criteria: Business Proposal, Technical Proposal, Past Performance, and Pricing Proposal.

The NAICS code is 481112. A Request for Proposal (RFP) will be available on FBO.gov in the January/February 2015 timeframe. No hardcopies of this solicitation will be issued. All responsible sources may submit a proposal which shall be considered by USTRANSCOM/TCAQ. The solicitation may be downloaded from the FedBizOpps website at http://www.FBO.gov.
