How will mobile repairs needed by the consignee whilst equipment is on lease to the GOV’T be handled when it exceeds the 7 calendar days needed for initial inspection .
After the 7 day initial inspection window, the Government will assume responsibility for damages they are responsible for, however, should damages occur due to faulty equipment leased to the Government by the contractor and found during the lease, the contractor will be held liable for all damages in question.

Do the 21 calendar days start from official redelivery request date or from EIR date once off‐hired at contractor’s container yard?
PWS par. 1.3.2.6 has been changed (Amendment 02) to clarify the 21 day clock begins from the date the equipment is off‐hired.

PWS does not address number of days once damage claim has been received by AOA of intensions to conduct off‐hire survey to the contractor?
PWS par. 1.3.2.6 changed (Amendment 02) to clarify the AOA will have 10 days to notify the contractor of intensions to conduct off‐ hire survey for damage claims. The reference to "chassis" in regards to a third party off‐hire survey is deleted. A third party survey may be requested for any equipment type.

Will contract provide definition of various combinations of equipment types to be consolidated and modes of how consolidation will be applicable?
The contract will not provide various combinations of equipment types to be consolidated and modes of how consolidations will be applicable. It is the responsibility of the contractor to propose an acceptable consolidation approach.

PWS states: "The access shall supports [sic] both Microsoft Explorer version number 9 and Netscape Communicator version 4.79 or later software." Please confirm the Netscape Communicator version – the version cited was released in November of 2001. Beginning in 2005, Firefox replaced Netscape. In comparison Internet Explorer 9 was released in 2011.
The PWS shall be changed in Amendment 02 to reflect the most recent versions: Internet Explorer 10 and Mozilla Firefox version 22.0

PWS states: "Development of the overarching tracking system to accommodate all containers moving within the DOD/ SDDC operational network." Please clarify what is meant by an
“overarching tracking system.” What are the specific expectations of the contractor for collecting the tracking data?
Overarching tracking system refers to a database for task order monitoring for this contract. Tracking does not include in‐transit visibility of equipment leased. Specific reports and data field expectations are outlined in PWS APPENDIX B.

Equipment type "40' Dry High Cube" is not included in the list of container types listed. Will 40' Dry High Cubes ever be required or should it be identified as a type in the proposal?
40' Dry High Cube shall be incorporated in the PWS par. 1.3.2 and
Pricing attachment in Amendment 02.

Are we correct to assume that intermodal chassis equipment is only required to be priced and delivered/redelivered within CONUS
(Continental United States)?
The Government does not have requirements to deliver or redeliver chassis Outside the Contiguous United States (OCONUS). OCONUS delivery and redelivery pricing is deleted from Tier group 4 of the pricing attachment (Amendment 02).

The Government will not notify the contractor as to which Past
Performance Questionnaires (PPQ) have been received, however, the contractor may contact the Government to confirm receipt of
PPQs.
Attachment 2, Pricing (A01), TEP:

Does the TEP represent the expected order quantities for the Base and all option years?
The TEP does not represent the expected order quantities for the
Base and all option years. TEP is a reflection of percentage of equipment types used and most frequent delivery/redelivery locations. TEP will strictly be used to rank and evaluate offeror pricing IAW FAR 52.212‐2. The Historical Data (PWS, APPENDIX C) represents actual equipment type and task orders issued over the past three years.

40' HC Dry ISO equipment was added to the Leasing Operations Per
Diem pricing tab, however, the equipment type was not added to any
Transportation Tier. Will 40' HC Dry equipment be added to one of the existing Tier groups or will a new Tier be added?
Attachment 2 ‐ Pricing (A02) is changed (Amendment 03) to add 40'
HC Dry ISO equipment to Delivery/Redelivery Tier 2.

4. Instructions for submitting Parts I through III are as follows: (1) This part shall consist of a cover page which contains the name, title, telephone number, and email address of the company/division point of contact regarding decisions made with respect to your proposal and who can obligate your company contractually. Also, identify those individuals authorized to negotiate with the Government. Can this be included in a part separate from Parts I, II, and III?
No. Additional information maybe provided to the proposal, however, the offeror shall adhere to the format and content requirements of the RFP.

(2) Complete blocks 1, 17a, and 30a, b and c of the SF 1449. In addition include signed amendments to the RFP, if applicable. In doing so, the offeror accedes to the contract terms and conditions as written in the RFP, with attachments. Signature by the offeror on the
SF 1449 constitutes an offer, which the Government may accept.
Block 17b – if remittance address is different, such address must be registered in the System for Award Management (SAM) database. Are you asking for Page 1 of the Solicitation only, the SF 1449? Are no other parts or pages of the solicitation required in this part?
The offeror shall complete the blocks of the SF 1449 as stated on the
RFP and return page 1.

Offerors are required to acknowledge receipt of Amendments by signing all RFP amendments (SF30) as applicable.

This section of the Solicitation page 35 ( c ) reads: (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Question: We see no Provision in SF 1449 to state the validity date of our offer. In absence of this, can we state the validity (expiration date) of our offer in the cover letter?
As stated on RFP, FAR 52.212‐1, paragraph (c), page 29, The government requires a minimum of 150 calendar days for acceptance of offers submitted in response to this solicitation. The offer's expiration time can be specified in the cover letter.
23 SF 1449, Block 1 RFP This block asks for a “Requisition Number”. Is the Solicitation Number the same as the Requisition Number?
Yes, for this purpose the Requisition Number is the same as
Solicitation Number.
24 RFP Amendment 0001 RFP Will you accept delivery of proposals on 9 Aug 13?
Yes, the Government will be available and will accept delivery of proposals prior to due date.
