United States Transportation Command (USTRANSCOM) Defense Personal Property System (DPS)

There is no contractual commitment to be construed as a result of the inquiry being made, nor is there a guarantee that there will be an opportunity to provide a proposal for this Market Research
The United States Transportation Command (USTRANSCOM) is currently conducting market research to capture industry feedback on Defense Personal Property System (DPS) technical documentation to support software sustainment and development.
DPS is the web-based system for the management of personal property shipments for the Department of Defense (DOD). Presently DPS processes approximately 92% of all DOD household goods moves. Each year, the DOD is responsible for managing the movement and storage of approximately 600,000 personal property shipments at a cost of over $2.2B. DOD is the single largest customer in the personal property shipping industry representing approximately 15% of all domestic and international moves. DOD personal property shipments involve a complex logistical scenario, including the following:
Qualifying Transportation Service Providers (TSPs) to perform personal property services Soliciting TSP rates for personal property services for domestic and international shipments Counseling members and employees on personal property shipment and storage entitlements authorized by the Joint Federal Travel Regulations and Joint Travel Regulations, Volume II Managing the personal property shipment from origin pick up location to destination delivery location Providing current shipment status Providing loss/damage claims filing capability Employing best value methodology in evaluation of TSP’s performance Paying invoices, computing excess costs, and processing claims

Upon receipt of both the Memorandum of Agreement and the DD Form 254, a CD containing the technical documentation for this Market Research will be mailed to your company. The technical documentation will not be released unless both the Memorandum of Agreement and the DD Form 254 are provided.
Request response NLT 1200 hours CT 21 September 2012.
