A. If awarded a contract the Contractor is guaranteed a minimum of $2,500 Q2. The original solicitation required 24 hours response time. What is the contractual requirement for contractor response time with aircraft on the ground at Stuttgart ready for a mission?
A. The solicitation has been amended, please refer to Amendment 1 or the Solicitation Conformed copy, both version are posted on the FBO website
Q3. Are you requiring that we submit any and all Supplemental Type Certificates for the proposed aircraft even if the STC does not affect or provide additional capabilities? For example, if the aircraft has an STC for the installation of an avionics radio in the cockpit?
A. STC’s are not required
Q4. Please clarify the meaning of the following sentence – “the Offeror is not required to provide a unit price at the CLIN level”?
A. Unit prices shall be provide for lines AA, AB, AC, AD and AE, therefore the unit price is not required at the CLIN
Q5. Please define the following terminology, “and have an ACL of at least 6,800 lbs.”
A. Allowable Cabin Load (ACL), the maximum payload which can be carried
Q6. How often is cargo/skid loaded transportation requirements expected? In other words is the primary passengers or cargo?
A. This would be based on the customer/user requirements at that time
Q7. In reference to the maximum 6,800 lbs. of potential cargo, please describe the density and or the maximum floor loading potential.
A. This would be based on the customer/user requirements at that time. It is expected the cargo will be within typical commercial carrier air cargo density/loading weights and not require special handling.
Q8. In the event of a cancellation and the aircraft has already repositioned to Stuttgart, will the Contractor only be paid for one reposition leg segment or two?
A. The contractor will be paid Ferry-In/Out cost

A. Yes
Q10. Can Contractor base the aircraft at Stuttgart Army Airfield Facility (SAAF) to save USAFRICOM costs for repositioning?
A. No, this is an ADHOC requirement
Q11. Section 4.6 states that the price for Jet-A is $3.95 per gallon. Please confirm this is base price before taxes, prist, delivery, into plane fees, etc.
A. This is the price per gallon
Q12. Can you please advise on the procedure for a foreign carrier to bid for this solicitation.
A. The instructions are outlined in the Solicitation under Instructions to
Offerors the same rules apply to all.
Q13. The government is requiring an aircraft that can fly 3200nm w/o refueling and has to have the capability of carrying 6800lbs of cargo and pax during that trip.
A. That is the baseline of the contract.....3200NM without refueling with a combination of pax/cargo and capablity to carry up to 6800 lbs. (combined, i.e max payload). The customer is aware that the flying distance will be less than 3200nm when max payload (i.e. 6800lbs.) is utilized. I suggest you include the max distance the proposed aircraft can fly carrying the max payload of 6800lbs. (i.e if at max payload of 6800lbs, aircraft max flying distance without refueling is 3000 NM)
