JOINT FLOW AND ANALYSIS SYSTEM FOR TRANSPORTATION
QUESTIONS & ANSWERS
24 JUL 09
Q21. Request clarification and amplification of Task Order 0001, PWS paragraph 1.3.11.12:
(a) What is definition of port operation enablers?
(b) Does “being deployed at runtime” indicate JFAST need to check data from external, non- JFAST system regarding port data before the scheduler run starts?
(c) Does the requirement mean that the schedulers will access port operation data before execution or during execution?
A21. In reply:
(a) The intent of the port operation enablers is to allow the planner the flexibility to automatically turn on or increase the cargo processing capacity of a port as a result of the modeled arrival of forces and equipment at the port that are earmarked to support the port's operations.
(b) The phrase "being deployed at runtime" refers to the modeled movement of the port enablers to their assigned port of operations based on the JFAST scenario's transportation constraints.
This does not involve a data check with an external non-JFAST system.
(c) The scheduler accesses port operation data during execution. JFAST automatically evaluates the flow of the port enabler capabilities in the force flow as the means to predict increased port capacity. In the absence of a validated authoritative port operations database, the JFAST user manually searches and establishes the baseline capacities.
