About this file

This is a Solicitation/Contract Form (HT942726QE013) for Pipette Calibration Services issued under Product Service Code J066, with a base period and four one-year option periods extending from September 8, 2026, through September 7, 2031.

The solicitation procures calibration services for two distinct pipette types: AFDIL Pipette Services and FORTOX Pipette Services. The contract structure includes two base CLINs (0001 and 0002) requiring two units each of AFDIL and FORTOX services respectively during the base period (September 8, 2026 – September 7, 2027), followed by paired option CLINs for each service type for four successive one-year option periods. All line items use a Firm Fixed Price pricing arrangement. Inspection and acceptance occur at both destination and source at the AFMES RM facility located at 115 Purple Heart Drive, Dover AFB, Dover, Delaware 19902. Performance requirements and acceptance criteria are defined in the attached Performance Work Statement (PWS) dated August 19, 2026. Contract administration utilizes Wide Area WorkFlow (WAWF) electronic invoicing with routing to DoDAAC HT0054 for service acceptance and HT9427 for administrative functions. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis, evaluating technical acceptability against the PWS requirements and price fairness under FAR 12.209. Offerors must submit a technical narrative addressing all PWS sections and demonstrate capability to perform specified tasks at required certification levels to be eligible for award.

(b) Basis for Award & Evaluation

This will be a LPTA procurement. The Government intends to evaluate quotations and award a contract without discussions with Offerors. The LPTA process is selected as appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable quotation with the lowest evaluated price. An overall technical rating must be at least "ACCEPTABLE" in order to be eligible for award. An "UNACCEPTABLE" rating, results in the technical quotation being rated "UNACCEPTABLE" unless corrected through discussions. An overall technical rating of "UNACCEPTABLE" makes a quotation ineligible for award.

An offeror is expected to submit sufficient information in response to the RFQ to allow for the evaluation of his/her quotation. At a minimum, Offerors are to submit a technical narrative which clearly addresses how they will meet all elements/sections of the PWS. The technical narrative should directly reference sections of the PWS, to include N/A on sections that the offeror is not addressing or is not a task related PWS.

Each of the evaluation factors will be rated as follows:

Factor 1 - Technical The Government will evaluate the offeror's to provide the services requested in the PWS.

Table A-1. Technical Acceptable/ Unacceptable Ratings

Rating Description

Acceptable Proposal addresses all sections of the PWS and the capability to perform all specified tasks at the required level and certification in the PWS.

Unacceptable Proposal does not address all sections of the PWS or the proposal does not clearly show the capability to perform all specified tasks at the required level and certification in the PWS.

Factor 2 - Price Offerors' price proposals will be evaluated to determine the price is fair and reasonable in accordance with FAR 12.209 and RFO 12.204.

Quotations should include a proposed price for each Contract Line Item Number (CLIN).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
