This Performance Work Statement details calibration and maintenance services for pipettes used by the Armed Forces Medical Examiner System (AFMES), which includes the Armed Forces DNA Identification Laboratory (AFDIL) and Forensic Toxicology (FORTOX) Laboratory at Dover Air Force Base, Delaware.
The contractor must provide semi-annual preventive maintenance, calibration, documentation, and unlimited repair services for 750 Rainin brand pipettes at AFDIL and 225 mixed-brand pipettes at FORTOX (975 total instruments annually). Services must be performed on-site at 115 Purple Heart Drive, Dover AFB, DE, during facility operating hours (Monday-Friday, 8:00 AM to 5:00 PM, excluding federal holidays). The first service visit must occur no later than September 8, 2026. Services include inspection of internal and external parts, minor repairs (up to 20 between calibrations at no additional cost), multiple-point calibration readings at multiple volumes for both single-channel and multi-channel instruments, and "As Found" and "As Left" performance documentation. AFDIL requires ISO/IEC 17025 certification with uncertainty calculations and real-time environmental conditions; FORTOX requires standard certification. The contractor must provide calibration labels for each pipette, work orders organized by division listing serial numbers and manufacturers, and statistical analysis reflecting instrument performance. The contractor must coordinate scheduling at least 15 days in advance with designated points of contact and may use up to a 2-week period for calibration completion.
Additional requirements include submitting DNA samples upon initial entry to AFDIL to establish a forensic contamination database, obtaining law enforcement background checks for all employees, providing employee names and Social Security numbers seven days before site visits, obtaining Dover AFB contractor badges in advance, complying with facility access procedures including commercial gate requirements, and completing AT Level I awareness training and iWatch training. The Quality Assurance Surveillance Plan establishes 100% acceptable quality levels for DNA sampling, preventive maintenance on 975 pipettes annually, certification delivery, scheduling coordination, background check compliance, and training completion; 98% for timely service arrival/departure; and 99% for repair service availability. Non-conforming work requires corrective action and may result in contract price reductions or payment deductions.

1.0 BACKGROUND
The Armed Forces Medical Examiner System is a Tri-Service organization, comprised of Administrative Support staff (S-staff) and three integrated divisions whose overall mission is to provide comprehensive and innovative medico legal services worldwide.
1.2 PURPOSE
The purpose of this requirement is to request preventive maintenance, calibration, documentation, and repair service agreement on medical research equipment and scientific instrumentation to include; labor, parts, shipping, and travel on the equipment the Armed Forces DNA Identification Laboratory (AFDIL) and the Forensic Toxicology (FORTOX) Laboratory.
The performance outcome mandated by the Government is scheduled service and unlimited repair services in accordance with the manufacture’s literature specifications for ISO/IEC 17025 calibration service for AFDIL’s 750 pipettes and FORTOX’s 225 pipettes.
2.0 SCOPE
2.1 PERFORMANCE OBJECTIVES
2.1.1 The following preventive maintenance, calibration, and repair services will occur semi-annually at the Armed Forces Medical Examiner System and shall be performed on-site at 115 Purple Heart Drive, Dover AFB, DE.
1. Preventive maintenance:
a. Perform inspection of internal and external parts
b. Perform minor repairs when necessary
c. Perform up to 20 additional general maintenance repairs between calibrations at no additional cost to the government.
2. Calibration:
a. Calibrating service should include multiple readings taken at multiple volumes
(where applicable) for both single-channel and multi-channel instruments
b. Perform readings for both “As Found” and “As Left” where applicable
c. Make instrument adjustments if necessary
d. Calibrating service must be supported through validated calibration software and prepared for each instrument serviced
e. Compare results against tolerances agreed upon with customers. The tolerances must be in compliance with the vendors’ measurements of uncertainty and the vendor’s ISO 17025 measurements of uncertainty. The agreed tolerances may also be:
i. standard tolerances by the vendor
ii. manufacturers' tolerances
