About this file

This document is a Notice of Intent (NOI) to award a sole source contract issued by the United States Army Medical Research Acquisition Activity (USAMRAA) on behalf of the United States Army Medical Research Division - West (USAMRD-W). The government intends to award a three-year contract to Arizona State University (ASU) from 5 JAN 2026 to 4 JAN 2029, specifically for research and development support focused on a study using Personalized Normative Feedback (PNF) to reduce alcohol dependency among Service members.

The sole source justification is based on ASU's unique qualifications, including being the original developer of the PNF alcohol intervention tool and having experience with Department of Defense (DoD) funded psychological studies. The NOI invites alternative sources to respond in writing with clear evidence of their capability to meet this military-specific research requirement within 45 days of publication. If no competitive responses are received, the contract will be awarded to ASU without further action. Questions regarding the notice must be submitted to Mr. Herbert Keen at herbert.e.keen@health.mil by 12:00pm EST on Monday, 20 OCTOBER 2025.

Text version

The United States Army Medical Research Acquisition Activity (USAMRAA), on behalf of the United States Army Medical Research Division - West (USAMRD-W) is issuing this Notice of Intent (NOI) to award a new contract on a sole source basis. This is not a request for proposal. This notice does not represent a commitment by the Government to pay for costs incurred from the preparation and/or submission of the data in response to this notice.

The Government intends to award a sole source contract, in accordance with Federal Acquisition Regulation (FAR) 6.302-1(a)(2), to and the Arizona State University (ASU), 660 S Mill Avenue STE 204, Tempe, AZ 85281 as the only responsible source to meet this military unique requirement. The period of performance (PoP) for this requirement is for three (3) years, 5 JAN 2026 – 4 JAN 2029.

The USAMRD-W seeks collaboration with ASU for research and development support to assist with a study using Personalized Normative Feedback (PNF) to reducing dependency on alcohol among Service Members. The collaboration between USAMRD- W and the Arizona State University (ASU) aimed at meeting this action because ASU was part of the original team that developed the PNF alcohol intervention tool. This tool developed in collaboration with ASU will be evaluated for its efficacy for military populations. ASU has experience working with Department of Defense (DoD) funded psychological studies and has the administrative support to navigate complex military and DoD systems.

Any sources that believe they are eligible and capable of providing this military specific research and development requirement must respond in writing. Responses must be supported with clear and convincing evidence articulating the ability to provide the military specific research requirement. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government.

If no written responses are received by the date listed below, which reflects 45 days after publication of this notice, the contract will be awarded without further remark.

This notice is provided solely as information to the marketplace.
