About this file
This document is a Request for Information (RFI) issued by the U.S. Army Medical Research Acquisition Activity (USAMRAA) on behalf of the U.S. Army Medical Materiel Development Activity (USAMMDA) for a Joint Health Risk Management (JHRM) system prototype.
The JHRM prototype is a software system that will assist Occupational and Environmental Health (O&EH) personnel by providing the capability to collect and assess exposure and hazard data, and then disseminate resulting information over the Integrated Tactical Network (ITN). Through this RFI, the agency is seeking information on O&EH hazards detection capabilities, process tracking and scheduling, and interoperability and integration with DoD tactical networks to inform and guide JHRM development and fielding. The JHRM capabilities will be acquired through the Software Acquisition Pathway and integrated through incremental execution phases. Responses to this RFI are due by 1:00 pm Eastern on May 7, 2024 and should be submitted electronically to the specified email address.

9. Background: The WRPBH PMO of USAMMDA is developing a Joint Health Risk Management (JHRM) system prototype to meet Military Health System (MHS) Force Health Protection (FHP) requirements. JHRM will enhance the Military Health System’s (MHS) ability to effectively detect, assess, and communicate potential or actual Warfighter exposures to naturally occurring and anthropogenic occupational and environmental health (O&EH) hazards throughout the operational environment. JHRM will operate on the Integrated Tactical Network (ITN) enabling O&EH practitioners to provide Commanders actionable health risk information, situational awareness, and/or recommendations quickly and accurately throughout tactical, operational, and strategic levels, from small unit dismounted leaders to Commanders, thereby facilitating mission command and situational awareness.
10. Objective and Purpose/Scope: The JHRM prototype is a software system that will assist O&EH personnel by providing the capability to collect and assess exposure and hazard data and then disseminate resulting information over the ITN. JHRM will enable O&EH personnel to rapidly identify, report, and document health hazards to which the Warfighter is or may be exposed in operational, training, and garrison environments. JHRM will inform and enhance Commanders’ abilities to make time-sensitive FHP decisions at the tactical edge to mitigate O&EH hazards, while conserving force strength and readiness. Through this RFI, WRPBH PMO is seeking information on O&EH hazards detection capabilities, process tracking and scheduling, and interoperability and integration with DoD tactical networks to inform and guide JHRM development and fielding.
JHRM will be acquired through the Software Acquisition Pathway and capabilities will be integrated through incremental execution phases. Each increment will be developed to further address capability gaps identified in the JHRM Initial Capabilities Document. The section below details the capabilities planned to be released within each increment:
Increment 1 will focus on the development of capabilities using tactical information systems and end-user devices (EUDs) to construct individual component level web tools with prioritization of ATAK- and WinTAK/TAKX-based tools and services over a two-year time frame within each capability requirement referenced in the JHRM capability need statement (CNS).
Increment 2 will follow Increment 1, focusing on continued development of ATAK- and WinTAK/TAKX-based tools and services and their integration with Joint Battle Command-Platform, Mounted Mission Command, and FHP systems utilizing Variable Message Format (VMF) messaging, allowing exchange of data across platforms.
Increment 3 will continue development of ATAK, WinTAK/TAKX tools and services and their integration and interoperability with DoD tactical devices, tools, and networks to allow viable operation for the warfighter, commander, and O&EH professional use within any operational, training, or garrison environment.
