About this file
This document is an Attachment 1 - Vendor Questions for a Request for Information (RFI) related to a federal contract opportunity.
The RFI is for the Joint Health Risk Monitor (JHRM) prototype system, which is intended to collect and assess exposure and health hazard data and disseminate it over tactical networks. The JHRM will enable Occupational and Environmental Health (O&EH) personnel to rapidly identify, report, and document health hazards to which warfighters may be exposed. The RFI is seeking information on O&EH hazard detection capabilities, process tracking and scheduling, and interoperability and integration with DoD tactical networks to inform JHRM development and fielding.
The attachment contains 8 questions for vendors to respond to, related to: detecting and assessing warfighter exposures, technical expertise in tactical networking and system architecture, experience with public health data management, data collection capabilities without additional hardware, addressing gaps in public health monitoring, data transmission at various command levels, and experience with TAK products and PEO C3T programs. Responses are limited to 3 pages per question and should include references and a capabilities statement.

RFI Number: HT9425-24-F-0RFI-JMC
Instructions: Responses are limited to 3 pages for each question below. Include references and capabilities statement.
1. Describe how would you detect and assess Warfighter exposures to health hazards (naturally occurring and anthropogenic) throughout the operational environment and develop an early understanding of the health risk impacts to personnel.
2. Provide any technical expertise and general knowledge with the following:
a. Networking capabilities for Tactical networks or networks with a limited bandwidth.
b. System architecture (current and available connections).
c. Relevant sustainment cost information for your system.
3. Describe your development and integration experience with public health and exposure data collection and management, including how you would use this data to improve FHP across the battlefield.
4. Describe how, without additional hardware, you would collect exposure and hazard data relating to burn pits, blast overpressure, and additional FHP exposure data.
5. Identify how to address gaps between existing Public Health monitoring capabilities and specialized FHP monitoring capabilities for O&EH monitoring in military operational, training, and garrison environments.
6. Explain how data is transmitted at the Small Unit, Battalion, Brigade, Division, and Corps levels, identifying the data transport source(s) and why.
7. Does your existing system or design include any proprietary software and software licenses that would preclude agreeing to government purpose rights?
8. Describe development and integration experience with Tactical Assault Kit (TAK) products, Nett Warrior integration, and Program Executive Office Command Control Communications Tactical (PEO C3T) programs.
